Ready to step up and shape smarter decisions? We're recruiting an experienced Finance Manager to lead a high‑performing portfolio, deliver insight that matters, and keep our finances robust, transparent and on track.

Main duties of the job:

  • Own the delivery of timely, accurate monthly reporting, reconciliations and returns across your delegated areas.
  • Partner with senior stakeholders (including director level) to provide clear, practical financial advice—especially on complex or sensitive issues.
  • Lead budget setting, forecasting and budgetary control; identify and manage financial risks via the directorate risk register.

Our Integrated Care Board (ICB) is the largest in the country. The ICB is responsible for ensuring that high quality and safe health services are accessible to all of our communities. It has a wide range of functions, including promoting integration of health and care services, improving people's health and well-being, and reducing health inequalities. With a £6.6 billion budget and a workforce of 170,000 people across the North East and North Cumbria, ICB staff also work at place level with local health and wellbeing boards in each of our 14 local authority areas. These teams also work alongside our 67 primary care networks which are groups of local GP practices, social care teams and other community‑based area providers. The ICB works with our Provider Collaborative too, which includes the 11 NHS Foundation Trusts in the region, to deliver our shared priorities.

Job responsibilities:

  • Support contract negotiations and service performance, ensuring strong governance and value for money.
  • Drive efficiencies and cost improvement through analysis, benchmarking, business cases and project leadership.
  • Coach and support junior colleagues and deputise for senior finance staff when required.

Person Specification:

Qualifications:

  • Have or are working towards a CCAB Professional Accountancy Qualification / CIMAEvidence of continuing personal and professional development.

Experience:

  • Experience of staff management.
  • Significant experience, knowledge, and expertise in a financial management, strategic and staff leadership role.
  • Experience of financial planning to secure resources to deliver new service development.
