We are looking for a dynamic and forward-thinking leader as our Senior Head of Research and Evaluation in NENC ICB.

The Senior Head of Research and Evaluation is accountable to the ICB Executive Chief Nurse (CN) and will support in ensuring the ICB exercises its functions effectively, efficiently, economically, with good governance and in accordance with the terms of the ICB constitution, with a specific focus on research and innovation. The Director of Nursing will support the ECN and the ICB Board with advice and guidance in relation to all aspects of the ICB statutory duties relating to the role.

Our Integrated Care Board (ICB) is the largest in the country. The ICB is responsible for ensuring that high quality and safe health services are accessible to all of our communities. It has a wide range of functions, including promoting integration of health and care services, improving people's health and well-being, and reducing health inequalities. With a 6.6 billion GBP budget and a workforce of 170,000 people across the North East and North Cumbria, the ICB works with local health and wellbeing boards in each of our 14 local authority areas and alongside our 67 primary care networks.

Key Responsibilities

  • Lead on the implementation of research policy and strategy, aligned to national policy.
  • Ensure national research & ethical policy, legislation and procedures relevant to ICB are developed, monitored and delivered.
  • Ensure that research and evaluation projects are developed, delivered and disseminated according to national policy, guidelines and standards.
  • Ensure that PPI and inclusion and diversity are embedded as per good practice and legislation in R, E&E projects, programmes and related activities.
  • Work externally with research leaders in NENC and nationally to develop policy in line with ICB priorities and population needs.
  • Engage with a variety of clinical and managerial experts within the system.
  • Have a robust system and processes in place to deliver the Research Governance and Health Research Authority requirements.

Person Specification

  • Evidence of sustained personal & professional development.
  • Professional qualification in related subject.
  • Senior leadership experience in health, care, or related sectors essential.
  • Comprehensive understanding of the Health and Social Care Act, current policy and health & care government plans.
  • Substantial experience leading within a complex regulated environment.
  • Experience of developing policy and managing processes for complex change and transformation.
  • Extensive knowledge and experience of staff management.
  • Demonstrable experience of responsibility for a range of policy implementation and service development.
  • Demonstrable experience of effective budget management.

This post is subject to the Rehabilitation of Offenders Act (Exceptions Order) 1975 and as such it will be necessary for a submission for Disclosure to be made to the Disclosure and Barring Service to check for any previous criminal convictions.

Salary: GBP 79,504 to 91,609 a year pro rata per annum.
