An exceptional opportunity has arisen for an experienced senior clinician to lead NHS All Age Continuing Care (AACC) across North East and North Cumbria Integrated Care Board. This Band 8b Clinical Head of Service role provides strategic, operational, and professional leadership across All Age Continuing Care including NHS Continuing Healthcare and Complex Care pathways, ensuring the ICB meets its statutory duties, delivers high quality care, and achieves systemwide consistency and equity.

Main duties of the job

As Clinical Head of Service, you will:

  • Provide senior clinical and professional leadership for the All Age Continuing Care service
  • Hold accountability for quality, safety, and governance, ensuring alignment with the National Framework for NHS Continuing Healthcare and NHS-funded Nursing Care
  • Lead service strategy, transformation, and continuous improvement across a large and complex system

Our Integrated Care Board (ICB) is the largest in the country. The ICB is responsible for ensuring that high quality and safe health services are accessible to all of our communities. It has a wide range of functions, including promoting integration of health and care services, improving people's health and well-being, and reducing health inequalities. With a £6.6 billion budget and a workforce of 170,000 people across the North East and North Cumbria, the ICB works with local health and wellbeing boards in each of our 14 local authority areas and alongside our 67 primary care networks.

Job responsibilities
  • Oversee performance, assurance, and risk management, supporting delivery of statutory targets and recovery plans
  • Manage senior clinical and operational leaders, ensuring effective workforce planning, capability development, and succession planning
  • Act as the senior clinical interface with local authorities, NHS providers, NHSE, and regional partners, supporting integration and system working
  • Provide expert advice on highly complex, sensitive cases and system-level decision-making

The post holder will work closely with Senior Leadership Teams to shape future models of care, address inequalities, and ensure sustainable delivery of services across all ages.

Person SpecificationQualifications
  • NMC or SWE registered professional - current registration
  • Educated to Masters' level or equivalent level of experience of working at a senior level in specialist area
  • Evidence of post qualifying and continuing professional development
Experience
  • Experience of multi-agency, multi-professional team working
  • Experience in a senior clinical role
  • Experience of managing and implementing evidence-based practice and the use of clinical audit and research
  • Experience of delivering significant change
  • Knowledge and experience of driving improvement for the safety of patients
  • Knowledge and experience of identifying, measuring and monitoring quality metrics, identifying areas for improvement
  • Significant experience of budget management delivery of financial sustainability plans and management of physical assets
  • Experience of leading large complex teams of multi-professionals working in challenging environments
  • Senior experience in the management, development and implementation of information resources across the ICB planning and delivery cycle
  • Experience of leading on and contributing to research and development in local, regional and national programmes
  • Experience of working at a senior level autonomously to deliver transformation and reform
  • Significant experience of working at a senior level in environments and situations which can be time pressured subject to rapid change where accuracy is essential
  • Significant experience at a senior level, of dealing with challenging situations, emotional distress and distressing conditions
