Whether you are supporting or leading improvement projects, analysing performance data, redesigning pathways or developing innovative prevention initiatives, you will play a key role in helping us create lasting change. This is a fixed term role expected to last until October 2028.
We’re looking for someone who is:
- Passionate about preventing homelessness and improving services: Committed to delivering better outcomes for residents, identifying opportunities to strengthen homelessness prevention, early intervention and rough sleeping services.

- A strong partnership builder: An excellent communicator who can work collaboratively with colleagues, commissioners, voluntary sector organisations and people with lived experience.
- Innovative and outcome-focused: Proactive in developing new approaches, leading improvement projects and translating national policy into effective local delivery.
In this role you will:
- Lead and support the development of homelessness prevention services across Stockton-on-Tees, helping to translate national policy into local action.
- Work closely with internal teams, partner organisations and people with lived experience.
- Drive service improvement.
- Develop innovative approaches to prevention.
- Ensure our services remain responsive, effective and focused on achieving positive outcomes for residents.
To succeed in this role, you will need:
- Knowledge of homelessness legislation, housing law and the national homelessness policy agenda.
- Experience of service development, service improvement, policy development or programme delivery.
- Strong analytical skills and the ability to interpret data and performance information.
- The ability to influence, negotiate and engage a wide range of stakeholders.
- Strong organisational skills and the ability to work independently and as part of a team.
- A proactive and solution-focused approach, with the ability to manage competing priorities and deliver projects independently and as part of a team.
- A commitment to trauma-informed, person-centred practice and ensuring the voices of people with lived experience shape service design and improvement activity.
Stockton-on-Tees Borough Council prides itself on being a great place to work where staff are trusted, valued and supported to make a positive contribution at work. We offer an excellent total reward package, including:
- A competitive salary of up to £40,777
- 27 days annual leave per year rising to 32 with 5 years service (plus bank holidays). Ability to purchase additional leave is also available.
