We are seeking five exceptional individuals to join our Board as Non-Executive Members (NEM) with strong local insight and commitment to West and North London to provide effective support and challenge as part of a new Board shaping the future of the NHS across the area. Each NEM role will cover one of the following portfolios:
- Audit, governance and risk
- Population Health & Health Equalities
- Strategic Commissioning & Transformation
- Patient Outcomes, Patient & Public Engagement and Involvement
- Remuneration, Workforce Development and Wellbeing

About us:
The West and North London Integrated Care Board (WNL ICB) is being established following a national requirement to reduce ICB running costs by 50%. In response, the Boards of North Central London (NCL) and North West London (NWL) ICBs agreed in July 2025 to merge, with Ministerial approval granted in September 2025 and the new organisation going live from 1 April 2026. WNL ICB will be the largest ICB in England, serving a population of around 4.5 million people across 13 local authorities, working with 18 NHS Trusts and Foundation Trusts and 511 GP practices, and managing a commissioning budget of approximately £12bn per year. The new organisation will focus on improving health outcomes and tackling health inequalities through strong partnership working, prevention, neighbourhood-based care, and digital innovation. Job responsibilities:

Applicants must not be employed by, or hold elected office within, an NHS or local authority organisation in the West and North London Integrated Care System. All candidates must meet the requirements of the Fit and Proper Person Test (FPPT). Membership of the Board is subject to declaration and management of any conflicts of interest. All Board members are expected to uphold the Nolan Principles of Public Life.
Person Specification:
- Setting strategy and delivering long-term transformation
- Knowledge of health, care, local government landscape and/or the voluntary, community and social enterprise (VCSE) sector
- A capacity to thrive in a complex and politically charged environment of change and uncertainty
- Experience leading change at a senior level to bring together disparate stakeholder interests
- Experienced in providing independent and proactive leadership with confidence and integrity.
- A strong understanding of population health and integrated care
- Able to bring insight to the work to strengthen WNL's health economy
- Able to provide strategic knowledge and experience to support wider evaluation of priorities and supporting programmes.
Building trusted relationships with partners and communities:
- An understanding of different sectors, groups, networks and the needs of diverse populations
- Exceptional communication skills and comfortable presenting in a variety of contexts
- Highly developed interpersonal and influencing skills, able to lead in a creative environment which enables people to thrive and collaborate
- Experience working collaboratively across agency and professional boundaries
- Ideally there should be a connection with one or more of our boroughs.

- An awareness and appreciation of social justice and how it might apply within an IC

- Able to provide insight from evidence, research, statistical or academically based perspectives in relation to healthcare and preventative healthcare.

- An understanding of good corporate governance
- Ability to remain neutral to provide independent and unbiased leadership with a high degree of personal integrity
- Experience contributing effectively to complex professional meetings at a very senior level - operating at senior board level and chairing committees.
