OVERVIEW OF DIANA
The Defence Innovation Accelerator for the North Atlantic (DIANA) is NATO’s newest body. From across the Alliance, DIANA will bring together innovators and operational end users to foster a transatlantic ecosystem supporting dual-use ground-breaking innovation in deep technologies. DIANA is an independent NATO body comprised of an Allied Board of Directors and an executive management team - the DIANA Executive (DX). Operating out of regional offices in Europe and in North America, the DX will conduct DIANA’s mission: accelerating deep tech, dual-use solutions to critical transatlantic challenges in defence and security. The DX will use Challenge Programmes in line with a published Strategic Direction, as the primary vehicle to accomplish this mission. ABOUT THE ROLE:
The Product Manager is a strategic position and plays a foundational role in building our next-generation digital ecosystem. DIANA OS is our secure platform for engaging innovators, governments, and the defence enterprise across the NATO Alliance. You will work at the intersection of technology, policy, and business development — helping to shape digital tools that accelerate dual-use innovation across NATO and its partners. These are temporary contracts of 6 months (renewable), with the option to work from Tallinn, ES or London, UK. This is an exciting opportunity to contribute to impactful projects with the flexibility of short-term engagements.
Key Responsibilities
- Working under the guidance of DIANA's IT Lead and Enterprise Architect, define and own the product vision, roadmap, and lifecycle for DIANA OS
- Act as the bridge between technical teams, end users, leadership, and external stakeholders
- Lead requirements capture, refinement, and management, translating strategic objectives into prioritized actionable epics, features and user stories
- Own and drive product backlogs, sprint planning, and release timelines in collaboration with the development team
- Advocate for user needs, ensuring DIANA OS is intuitive, secure, and built to scale
- Track key metrics and KPIs to measure product success and drive iterative improvement based on feedback, usage data and business outcomes
- Effectively communicate product vision and updates across DIANA
- Evangelize a product-led culture within the DIANA team, helping non-technical stakeholders understand digital opportunities
Required Qualifications
- Bachelor or Master’s degree in a relevant technical or business discipline
- 4+ years as a Product Manager, preferably with experience in platform and ecosystem development
- 7+ years of professional experience, ideally spanning complex system delivery or transformation initiatives
- Proven track record of leading cross-functional teams in multi-stakeholder environments
- Exceptional communication skills — able to translate technical detail into executive-level insight (and vice versa)
- Strong skills in product backlog management, agile development processes, and roadmap planning
- Experience working closely alongside procurement staff and internal project managers to ensure that contractors successfully deliver high-quality capabilities that achieve the intended outcomes
- Familiarity with CI/CD workflows, source control tools, and digital product deployment cycles
- Comfortable with ambiguity — able to bring clarity, structure, and momentum in rapidly evolving environments
Desirable Qualifications
- Experience working with or alongside NATO, including NATO HQ, NCIA, NSPA, or Allied nations' digital transformation and innovation bodies
- Background in civic tech, GovTech, SaaS, or public-private innovation ecosystems
- Familiarity with user-centered design, digital service standards, and emerging technology trends
- Familiarity with multi-vendor contracts or hybrid delivery models (e.g., internal + external teams)
- Previous experience helping to stand up a new business unit or spin-off capability
- Professional certifications (e.g., Scrum Product Owner, SAFe, PMP, ITIL, etc.) are a plus.
- Experience working with tools such as Azure DevOps and Microsoft 365 ecosystem
- Technical background in any of the following would be beneficial: UI/UX development, data modeling, cloud back-end technologies, system integration, API development, Artificial Intelligence, or open-source software development.
