Norse Group is entering an exciting phase of growth. As Local Government Reorganisation, devolution and financial pressure reshape the public sector landscape, councils are seeking trusted partners who can move from insight to action and from advice to delivery. To support this opportunity, we are looking for an ambitious Business Development Consultant to help originate and convert new consulting opportunities across our priority public sector markets.
This is a front-line, client-facing role for someone who thrives on opening doors, building relationships and progressing opportunities through to win, working at the heart of a consulting offer that acts as the entry point to long-term, strategic partnerships. Reporting to the Group Business Development Director, you will focus primarily on generating and progressing new consulting commissions across Local Government and adjacent public sector bodies, including Asset Optimisation and Strategic Asset Management, Housing, Education (including SEND), Place and Transformation.
Duties:
- Proactively identifying and pursuing new consulting opportunities aligned to our growth priorities
- Driving outbound activity: meetings, referrals, networks, events and insight-led engagement
- Qualifying opportunities with commercial judgment, right to win, route to market and next steps
- Progressing opportunities through the sales cycle with pace, structure and discipline
- Building trusted relationships with senior public sector stakeholders and partners
- Working closely with consulting leads to shape compelling, deliverable propositions
- Maintaining high-quality pipeline visibility and contributing to governance forums
Based in an England-wide role with a strong focus on the Eastern Corridor (West Yorkshire through the East Midlands and East of England, into Greater London and the South East), you'll spend the majority of your time engaging externally, prospecting, qualifying and shaping opportunities that matter. You'll be supported by shared admin capacity for CRM hygiene and reporting, freeing you to concentrate on building pipeline and winning work.
Requirements:
- Salesforce experience and familiarity with public sector frameworks and compliant routes to contract are advantageous
- Proven new business track record: prospecting, qualifying and progressing opportunities through a sales cycle to win service-led work
- Built Environment / Professional Services / Construction background, with strong Local Government/public sector understanding to engage credibly from day one
- Disciplined pipeline management experience in a CRM environment; Salesforce experience preferred
- Exposure to Local Government and/or Blue Light and Housing Associations
- Understanding of compliant public sector routes to contract (for example, frameworks) and procurement-led selling environments
- Familiarity with Consulting proposition areas
- Comfortable with travel and external representation across the territory
