Norfolk Constabulary is looking for a dynamic, confident and forward‑thinking Corporate Communications Manager to lead our high‑performing communications function and strengthen trust across our communities. In this pivotal role, you will shape, deliver and evaluate all aspects of our communications activity, internal, external, digital, media, crisis and change communications, ensuring the voice and values of Norfolk Constabulary are communicated with clarity, impact and integrity.

You will lead and inspire the Norfolk news team, support the Digital Media team when needed, and ensure a resilient 24/7 capability for media response. Working directly with the Chief Constable and Chief Officers, you will act as lead communicator in police‑led multi‑agency incidents, including providing the communications lead in ‘Gold’ Groups. Your work will underpin public confidence, influence organisational culture, and shape how our communities understand policing.

We are seeking an inspiring communications professional who can operate confidently at senior level and thrive in a role where no two days are the same. You will bring:

  • A degree or equivalent experience in journalism, media, communications or substantial senior‑level media relations experience.
  • Outstanding interpersonal skills, with the confidence to work directly with Chief Officers and influence diverse audiences.
  • Demonstrable leadership experience, including managing teams and navigating organisational change.
  • Excellent written and verbal communication skills, and the ability to make rapid, well‑judged decisions under pressure.
  • A strong command of traditional, digital and social media environments.
  • A creative, proactive and innovative approach to campaigns, engagement and marketing.
  • A full driving licence and flexibility to travel across Norfolk.

It would be advantageous if you also bring knowledge of legal reporting restrictions, CIPR membership, or previous experience in the public sector. This is an ideal role for someone who wants to lead a significant communications portfolio, help shape public understanding of policing, and directly contribute to the safety and confidence of communities across Norfolk.

Key Responsibilities

  • Lead and develop the Norfolk news team, ensuring capability to meet 24/7 media demands.
  • Support delivery of Norfolk Constabulary’s Corporate Communications Strategy.
  • Oversee internal communications, external and stakeholder communications, marketing, PR, and critical incident communications.
  • Provide specialist strategic advice to the Chief Constable and senior leaders.
  • Lead communications for major multi‑agency incidents, acting as communications lead at Gold Command level.
  • Develop and support public awareness and marketing campaigns.
  • Champion effective internal communication and staff engagement across multiple platforms.
  • Work collaboratively with the Office of the Police & Crime Commissioner on shared messaging and priorities.
  • Promote Norfolk Constabulary’s values, culture and brand, supporting change management across the organisation.

This role is designated Hybrid (Modern Workplace Category 2), offering a blend of office and remote working. You may occasionally be required to work from other Norfolk Constabulary locations.
