Role: Full Time, Permanent
The Company
Norfolk Homes Ltd are the largest privately owned housebuilder solely operating within the county of Norfolk. The Company, founded over 40 years ago, builds between 120 β 175 houses a year and has an unrivalled reputation for quality.
Role responsibilities
- Reporting to the Company Owner and the Managing Director, the Head of Land & Planning will be responsible for leading the Planning and Land elements of the business at the company.
- Successfully promoting the significant land holding under the companyβs control through the planning process.
- Obtaining planning permissions on all submitted applications through successful management of applications, liaising with the LPA, internal team and external consultants.
- Providing detailed planning appraisals on potential immediate/strategic land, looking for opportunities to maximise land bids.
- Seeking/providing general Town and Country planning advice to the wider business, where necessary.
- Coordinating disciplines within the various internal teams for the timely programming and submission of planning applications.
- Managing external consultants (e.g. architectural, landscaping, ecological etc) for the preparation of required reports/appraisals to support planning application submissions.
- Liaising with our chosen Planning Solicitors in the preparation of Legal Agreements.
- Managing and co-ordinating S106 Schedules and Planning Conditions Schedules with Engineering, Technical and Design Teams.
- Discharging Planning Conditions in a timely manner, so there are no delays on site.
- Managing the CIL process to make sure it is handled in the most efficient manner.
- Dealing with the LPA on all planning matters and possible enforcement matters.
- Attending (and organising) key team meetings with internal colleagues.
- Attending Committee Meetings, public consultation events and community engagement with various interest groups.
- Day-to-day management of time and tasks.
- Identifying and advising on potential development sites that may become available through the prevailing/emerging planning policy.
- Working alongside the Managing Director and the Company Owner to locate and appraise land opportunities both on the open market and off-market.
- Inputting into residual land viabilities and appraisals to aid in making offers for parcels of land.
- Coordinating the due diligence on land being bought or bid on by the company.
Skills Required
- To have a sound knowledge and understanding of the planning system/process.
- Knowledge of Norfolk as a county and the land market within it.
- To have excellent presentation and communication skills.
- To be a good negotiator and be capable of addressing a variety of audiences.
- The ability to work with both internal colleagues and external consultants, Planning Officers, landowners and members of the public.
- Proficient IT Skills.
- To be self-motivated, creative and positive.
- To be able to influence key decision makers.
Experience
- Experience in a planning role, either in the private sector/public sector, such as with a housebuilder, local authority, agency, or consultancy.
- RICs or RTPI are preferable but not essential.
