Overview
In this role you will lead financial management, procurement, commissioning and contract oversight to sustain the Norfolk Music Service and Music Hub.
You will work with the Head of Service and partners to ensure robust governance and effective use of public funding, delivering high-quality music education for children and young people.
You will shape traded services and financial sustainability across a complex delivery model and contribute to strategic service development.

Responsibilities
- Manage budgets, financial planning, forecasting and reporting across Music Service and Music Hub
- Provide commercial and financial advice to support strategic decision-making and service sustainability
- Lead procurement, commissioning and contract management ensuring compliance and value for money
- Oversee quality assurance, provider performance and risk management
- Ensure governance, accountability and compliance for grant-funded and traded activity, including reporting to funders
- Manage operational support functions such as business support and instrument services
- Build effective relationships with schools, partners, internal teams and national stakeholders
- Support wider traded service development across Children’s Services
- Key requirements
- Significant experience of financial management, budget planning and monitoring within a complex organisation
- Experience of procurement, commissioning and contract management within regulated governance frameworks
- Strong commercial awareness and ability to provide financial insight to influence strategic decisions
- Experience monitoring performance, managing risk and holding providers to account for service delivery
- Knowledge of governance, compliance, audit and accountability in public sector or grant-funded environments
- Excellent analytical skills with ability to interpret and present complex financial and performance information
- Experience leading teams and managing operational services
- Strong communication and relationship management skills with a broad range of stakeholders
- Commitment to continuous improvement and delivering high-quality services for children and young people
- Experience with Arts Council England funding, Music Education Hubs, commissioned services for children and young people, or local government environments would be advantageous
