Are you passionate about shaping the future of policing through strategic workforce planning? We are seeking a dynamic Workforce Planning Delivery Lead to drive the delivery of our ambitious Workforce Mix Transformation Programme. This is a pivotal role, going beyond traditional project management to provide expert guidance, coordinate complex initiatives, and ensure the successful implementation of our Target Operating Model (TOM). You’ll work collaboratively with the People Directorate, operational commands, and cross-functional project teams to deliver a sustainable, skills-focused, and future-ready workforce, aligned with our strategic priorities.

Key Responsibilities:

  • Act as the tactical lead and central point of contact for the Workforce Mix Transformation Programme, ensuring delivery against milestones and realisation of benefits.
  • Provide specialist advice on all aspects of workforce planning, supporting both department-level and force-wide plans.
  • Lead the coordination and consolidation of departmental workforce plans, facilitating workshops and coaching department leads.
  • Collaborate with People Directorate, Finance, Change, ICT, and operational leaders to scope and coordinate corporate initiatives (e.g., new job families, training programmes, process automations).
  • Develop and maintain detailed project and programme plans, risk registers, and benefits trackers, ensuring robust governance and reporting.
  • Support the design and continuous improvement of workforce planning templates, tools, and analytics dashboards.
  • Analyse and present complex workforce data and forecasts to inform decision-making.
  • Champion best practice in organisational design, workforce modernisation, and change management.
  • Engage and consult with key stakeholders, including staff associations, senior leaders, and external partners.
  • Provide professional support to managers on workforce planning, succession planning, and resourcing strategies.
  • Monitor and report on progress, ensuring compliance with governance and audit requirements.
  • Contribute to communications and engagement plans, fostering a culture of transparency and continuous improvement.

Key Requirements:

  • Experience in strategic workforce planning and programme management within large, complex organisations.
  • A proven track record in supporting workforce transformation or organisational change initiatives.
  • Strong influencing and coordination skills, with the ability to lead multi-functional teams to achieve challenging objectives.
  • Excellent analytical skills, able to interpret and present complex data to varied audiences.
  • Strong planning and organisational abilities, adept at managing multiple priorities and delivering results under pressure.
  • Exceptional written, verbal, and presentation skills, with effective communication and negotiation at all levels.
