Department overview: Real Estate & Services is based in Nomura’s European headquarters, 1 Angel Lane (City of London). The department is responsible for all Nomura’s properties and business services for EMEA. This responsibility includes the management and oversight of the buildings and properties and their daily operation and services, particularly around disposal, space utilisation, maintenance & repair, and all aspects of administration. In addition, Real Estate & Services manages all facilities required to provide a high quality, safe and secure environment for staff, clients and visitors. This includes corporate travel and services, health, safety & environmental.
The role of the Client Representative is to be the ‘eyes and ears’ of Nomura and highlight any risks (commercial, operational and reputational) to Nomura’s businesses, across the term of the project.
Concept and FeasibilityNomura are a tenant within 1 Angel Lane, under a Full Repairing & Insuring Lease, which is nearing the end of its term. Therefore, liaise with the Landlord and their professional team with regards to Lease obligations, agree a schedule of condition and associated planned works. Assist the Head of Real Estate & Services (EMEA) to compile a business case and obtain expenditure approval(s). Review the feasibility studies undertaken by the design team. Review the feasibility scope of work from an operational point of view. In liaison with the Project Manager, have input into formalising the Project Brief including budgets and programme. Consult with the Project Manager to obtain written acceptance of the Project Brief, concept budgets and programme from the relevant Nomura Department Heads.
Design and PlanningAssist with the Project Management team in preparation of the works programme. The 1st Construction Phase (Phase 1) will be projects associated with the refurbishment of the Central Engineering Systems and Common Areas, from 2027 through to 2029, which will be led by the Landlord. The 2nd Construction Phase (Phase 2) will be projects associated with the refurbishment of the Lifts and office/trading floors (inc re-stack exercise), from 2029 through to 2032, which will be led by Nomura. Assist with the Project Management team in preparation of the works programme. Attend the relevant design team meetings. Assist in the preparation of the scope of services for the relevant design packages. Agree internal reporting procedures for Facilities Management. Confirm conformity to Nomura Standards including operational requirements. Set up Nomura in-house filing systems. Provide input and review site logistics documentation. Have input into the preparation and selection of the proposed contractor’s pre-qualification. Assist in establishing the procurement route to be used, preparation of the tender documentation, contract and terms and conditions to be used, including in-house legal / procurement advice. Ensure Contractor competency, resource and financial checks are conducted. Input information into the Nomura checklist. Attend the pre/post tender meetings as required. Assist in preparation of the tender evaluation report.
Pre ContractAttend team meetings. Check insurances are in place. Review with the Project Manager the requirement for early ordering of long lead items. Ensure with the Project Manager that Building Regs / Planning approvals are in place, if required. Ensure with the Project Manager that Pre-Contract cost checks are carried out, and the budget request / initiation documentation is produced and signed. Assist in arranging security clearances, third party forms and site inductions for the Contractors.
ConstructionEnsure, with the Project Manager, that Contracts are signed / counter signed. Attend start-up / mobilisation meetings. Consult with Insurers on hot works. Ensure works do not conflict with operational activities. Ensure with the Project Manager that the construction programme and H&S plan are in place. Ensure with the Project Manager H&S notification is displayed where applicable. Review with Project Managers all risk assessments and Method Statements. Attend regular progress meetings with the team and contractor. Have input into the issuing by the Project Manager of contract instructions. Conduct, with the Project Manager and consultants, regular site inspections. Have input into the preparation of a detailed commissioning regime. Assist the Project Manager to prepare status reports for the Head of Real Estate & Services EMEA (Monthly).
Commissioning and HandoverIn conjunction with the Project Manager and consultants, prepare detailed snagging lists. In conjunction with the Operations Team, attend all Client demonstrations. Assist in the agreement to the content and format of the O&M Manuals in accordance with Nomura’s requirements. Conduct Spot-checks on the accuracy of the information provided via O&M and record drawings. Monitor the progress.
