Nodera Care Limited t/a Nodera Childrens Home is seeking an experienced, committed, and child-centred Responsible Individual (RI) to provide effective governance oversight and strategic leadership for our developing residential childrens home in Fareham, Hampshire. The home consists of four en-suite bedrooms within a modern therapeutic environment. Occupancy will initially remain capped at three children aged 10 -17 unless otherwise agreed by the local authority and consistent with safe staffing, matching considerations, and regulatory expectations.

The Responsible Individual will act on behalf of the registered provider to supervise the management of the home, promote high standards of care, safeguard children effectively, and ensure full compliance with the Childrens Homes (England) Regulations 2015, Quality Standards, and Ofsted requirements. The successful candidate will work closely with the Registered Manager, Director, and independent Regulation 44 visitor to ensure the home operates with strong accountability, reflective practice, and a culture focused on positive outcomes for children and young people.

Main Duties & Responsibilities

  • Provide strategic and operational oversight of the childrens home on behalf of the provider.
  • Support, supervise, and appropriately challenge the Registered Manager to ensure effective service delivery.
  • Ensure the home consistently operates in compliance with:
    • Childrens Homes (England) Regulations 2015
    • Quality Standards
    • SCCIF inspection framework
    • Safeguarding and child protection legislation
  • Maintain effective oversight of safeguarding practice, incidents, restraints, missing episodes, complaints, and risk management processes.
  • Review Regulation 44 reports, internal audits, and quality assurance systems, ensuring timely action plans are implemented.
  • Promote a culture of safeguarding, accountability, transparency, and continuous improvement.
  • Monitor staffing structures, safer recruitment compliance, training, and workforce development.
  • Participate in Ofsted registration processes, inspections, provider meetings, and regulatory correspondence where required.
  • Ensure childrens needs, wishes, feelings, and outcomes remain central to service delivery.
  • Support the development and implementation of policies, procedures, and governance frameworks.
  • Build and maintain effective relationships with local authorities, social workers, schools, health professionals, and external stakeholders.
  • Ensure the home remains inspection-ready and demonstrates high standards of care, leadership, and compliance at all times.
  • Escalate serious safeguarding or compliance concerns appropriately and without delay.

Person Specification

  • Significant experience within childrens residential care.
  • Previous experience as a Responsible Individual, Registered Manager, Operations Manager, or senior leader within regulated services.
  • Strong understanding of Ofsted regulations, safeguarding requirements, and quality assurance systems.
  • Excellent leadership, communication, and report-writing skills.
  • Ability to provide both support and constructive challenge to senior management.
  • Commitment to trauma-informed and child-centred practice.
  • Level 5 Diploma in Leadership & Management for Residential Childcare (desirable).
  • Enhanced DBS suitable for working with children.
  • Full UK driving licence.
