Role Overview

Noble Recruiting have an exciting opportunity on behalf of our client for a Service Charge & Rent Officer to take a lead role in managing service charge and rent processes across a housing portfolio of 7,000+ homes, including homeowners, freeholders, estates, and garages. This role is responsible for ensuring accurate administration, compliance, and clear communication of service charges and rent applications, while working collaboratively across departments and with external managing agents.

Key Responsibilities

  • Liaise with internal departments (e.g., Housing, Asset) to gather data and ensure budgets accurately reflect service delivery costs
  • Issue annual rent and service charge notifications in line with regulatory requirements and best practice
  • Provide clear, transparent breakdowns of charges, including explanations for cost changes
  • Ensure compliance with relevant legislation (e.g., Leasehold Reform Act, Landlord & Tenant Act 1985, Housing Acts)
  • Manage estate-based charges, utility billing, and service charge arrangements
  • Ensure all statutory obligations are met, including service charge certification and reporting
  • Work with and oversee third-party managing agents where applicable
  • Support policy and procedural updates in line with legislative changes

Requirements

Education & Qualifications

  • Degree level qualification (or equivalent experience)
  • Evidence of continuous professional development
  • CIH Level 2 (or above), or working towards (desirable)

Experience

  • Proven experience in service charges, rents, or similar roles within housing/property management
  • Experience managing complex service charges, estate charges, and diverse rent models
  • Strong understanding of leasehold management and Section 20 consultation processes
  • Experience managing external agents and stakeholder relationships
  • Background in customer-facing environments with KPI delivery
  • Experience implementing system or process changes
  • Knowledge of welfare benefits and housing legislation
  • Experience maintaining policies and responding to regulatory changes

Skills, Knowledge & Abilities

  • Strong knowledge of service charge legislation, rents, and housing policy
  • Ability to interpret leases, tenancies, and legal frameworks
  • Strong financial skills (budgeting, forecasting, modelling)
  • Ability to translate complex financial data into clear, plain English
  • Strong analytical and problem-solving abilities
  • Proficient in Microsoft Office (especially Excel) and housing systems
  • Ability to manage multiple priorities and deadlines
