The Plant Engineer E&I (Engineering DAP) is a highly visible position of authority within UKNNL supporting the Compliance Engineering Manager to ensure the company's continued compliance to relevant electrical regulations/standards governing the nuclear industry and Site Licence Conditions. The role is responsible for improving electrical standards, plant implementation, and maintaining plant in state of readiness, leading on incident and event management, and assessing compliance in the most effective way for the business.
Main Responsibilities for E&I Plant Engineer:
- Responsible Engineer for Electrical and Instrument disciplines within the Preston Laboratory, giving guidance on the appropriate safety legislation, technical issues, leading improvements, coordinating the Authorised Person (AP) network and interface with site maintenance authorities to share/implement best practice.
- Responsible for endorsing Authorised Persons (Electrical) recommendations of Authorised Persons (Electrical).
- Provide support/guidance to improve Electrical competency of craft personnel.
- Reviewing and ensuring compliance with relevant Electricity at Work Regulations, relevant Springfields Site Instructions (SSIs) and the associated Support Procedures to reflect best practice.
- Evaluate, monitor and drive continuous improvements for Electrical maintenance processes to meet site licence and statutory requirements.
- Lead by example on standards and expectations in safety behaviour.
- Responsible for the provision of a safe and secure plant in their area(s) of responsibility.
- Provide assurance that nuclear safety remains compliant within their area(s) of responsibility and where not, is able to demonstrate that appropriate managerial control has been applied.
- Provide up front support, peer review and authorisation of all work packages (routine or non-routine) destined for their area(s) of responsibility including electrical hazards assessment prior to commencing or instructing others to carry out the work on any electrical system.
- Undertaking scheduled plant surveillance checks for their area(s) of responsibility to ensure the AP (Electrical) complies with all the appropriate legislation, local procedures and deliver improvements in all aspects of Electrical/ Instrument Engineering.
- Apply Conservative or Operational Decision Making (CDM/ODM) when fault conditions dictate the need.
- As the Subject Matter Expert (SME) for their area(s) of responsibility keep abreast of all applicable Rules and Regulations and manage their application relevant to Electricity at Work Regulations, relevant Springfields Site Instructions (SSIs) and the associated Support Procedures.
- Primary point of contact for any engineering/E&I incidents/events occurring within their area(s) of responsibility and will take initial control and manage the situation.
- Undertake regular self-audits and task observation within their area(s) of responsibility to ensure that standards and expectations for EHSS&Q are being maintained.
- Authorized signatory to release plant for maintenance and accept back into operations.
- Demonstrative understanding of compliance with the Electricity at Work Regulations (BS7671 IET wiring regulations).
- Ability to analyse and interpret complex information from several, sometimes conflicting sources, with a proven problem-solving ability, in order to make decisions based upon this information.
- Become appointed as an Engineering Duly Authorised Person and Site appoint Area Electrical Engineer (training provided).
- Routinely attend site to fulfill duties.
Essential Criteria for E&I Plant Engineer:
- Highly motivated with the ability to communicate concepts to diverse audiences with varying skills.
- Knowledge of Regulations and Engineering standards.
- HSE Guidance on Safe Isolation of Plant and Equipment.
- Self-motivated with proven ability to manage and deliver solutions to Engineering problems.
- Proven professional Engineering background and/or significant experience of working within a plant maintenance environment.
- Compliance professional, educated to degree level (or equivalent) in an engineering discipline, with extensive practical and relevant experience in a compliance role.
- Ability to obtain SC level security clearance (this includes but is not limited to identity, employment, financial and criminal record checks plus 5 years’ worth of UK residency).
Desirable Criteria for E&I Plant Engineer:
- Senior Authorised Person experience.
- Chemical plant or high hazard industry experience.
- Thorough awareness of Safety Case Implementation methodology.
