The HR, Audit & Compliance Advisor holds end-to-end operational ownership of the organisation’s recruitment pipeline and workforce compliance. Sitting directly between the HR, Audit & Compliance Lead and the Administrative team, you ensure the organisation is fully staffed with vetted, highly qualified practitioners across both business areas: Appropriate Adult (AA) and Family Support Worker (FSW) services.
You will manage the entire talent acquisition lifecycle, from job posting to contract issuance, ensuring 100% audit-proof compliance with CQC, ICO, Home Office, and statutory safeguarding standards before any staff member is deployed.
Key Responsibilities
- 1. Draft, publish, and manage engaging job advertisements across job boards, local channels, and social media platforms for AA, FSW, and administrative roles.
- 2. Manage the applicant tracking pool, screen CVs against strict job specifications, conduct preliminary telephone interviews, and produce shortlists for hiring panels.
- 3. Schedule and lead first-round competency and values-based interviews. Coordinate with Duty Coordinators and Site Leads to arrange second-round or mop-up technical assessments as required.
- 4. Maintain a live talent pipeline to meet ongoing contract growth and emergency staffing requirements for Home Office, Police, and Local Authority services.
- 5. Enforce rigorous pre-employment checks, including online Enhanced DBS applications, Update Service registrations, international police checks, and a minimum 5-year work history verification.
- 6. Perform and document statutory Right to Work verifications in full compliance with Home Office guidelines.
- 7. Obtain and verify professional references directly from former employers and validate social work or care qualifications.
- 8. Ensure no candidate is set up on the Portal or Connecteam deployment platforms until their recruitment file achieves 100% compliance sign-off.
- 9. Draft formal offer letters, statement of main terms, and employment contracts.
- 10. Liaise with the HR Administrator to schedule comprehensive new-hire inductions, ensuring mandatory training modules (Safeguarding, GDPR, First Aid) are completed prior to field deployment.
- 11. Build and maintain structured, electronic personnel files ready for CQC, Home Office, DWP, and internal monthly audit checks.
- 12. Support the updating and distribution of the Staff Handbook and HR policies, ensuring digital sign-offs are logged.
- 13. Provide staff qualification matrices, DBS verification stats, and retention metrics to the HR, Audit & Compliance Lead for tender applications, such as West Midlands CAFCASS and regional frameworks.
