HSE Manager (Development Opportunity Available)

The Opportunity
I am supporting a fast-growing UK business in the building maintenance and property services sector as they continue to expand nationally. We are looking for an HSE Manager – however, this can also be a development role for someone early in their Health & Safety career.
If you hold a NEBOSH qualification , have the right attitude, and keen to build a long-term career in Health & Safety, the business will train, mentor and put you through further courses where needed. To benefit fully from this development pathway, you must be based near Blackburn or Oldham , as you will spend time on-site and with senior leaders to build capability.
For experienced candidates, this is a hands-on, site-focused position where you will champion safety and quality standards across civil works, refurbishments, and fit-out projects.
Key Responsibilities
- Support and oversee compliance with CHAS, SafeContractor, ISO standards, and public-sector frameworks.
- Carry out site inspections, review contractor documentation, and ensure safe and high‑quality delivery.
- Produce clear reports, investigate incidents, and support root cause analysis with corrective actions.
- Help develop and maintain site protocols, RAMS, and standard operating procedures.
- Work closely with clients, auditors, and certifying bodies, representing the business professionally.
- Contribute to tender requirements and help maintain key H&S accreditations.
- For development-path applicants: learn on the job, attend funded training, and build toward full HSE Manager responsibility.
The Person
1. Experienced HSE Professionals
- Background in civil engineering, construction, facilities, or property services.
- Strong knowledge of UK legislation and industry standards.
- NEBOSH/IOSH-qualified (SMSTS, Level 6 or ISO Lead Auditor are desirable).
- Confident communicator with strong stakeholder skills.
- Willing to travel nationwide when required.
2. Early‑Career / Development Candidates
- Must hold a NEBOSH qualification .
- Motivated, proactive, and eager to learn.
- Comfortable working on sites and engaging with contractors.
- Based near Blackburn or Oldham to access ongoing support, coaching, and training.
