The Senior Procurement Officer will lead (where appropriate) and participate in large complex procurement exercises for goods, works and services on behalf of the organisation across a range of technical and corporate functions, building procurement capacity within the organisation, and ensuring delivery to KPIs; Value for Money and statutory compliance. To manage the Procurement “call offs” from the Planned Maintenance Framework and Major Disabled Adaptation Annual Programme.
The post holder will develop and oversee the tendering, evaluation, supplier/contractor negotiations and award process ensuring compliance with all relevant regulations, and implementation of best practice in line with Association KPIs.

To be shortlisted candidates need to provide evidence of the following as a minimum:
- Level six qualification (e.g. bachelor’s degree, graduate diploma) or above in a related discipline such as quantity surveying, construction, procurement, logistics & supply chain, business management etc. with 2 years relevant work experience of procuring works or services in a related environment.
- OR A minimum of 5 GCSE or equivalent to include English and Math’s grade C or above with 3 years role related practical experience (in the last 5 years) of procuring works and services in a housing or similarly regulated environment.
- A minimum of 2 years’ experience of contract management and the use of works and services contracts e.g. NEC3, JCT etc.
- A minimum of 2 years’ technical experience to include the preparation of procurement tendering packs.
- Knowledge and understanding of NI & EU public procurement legislation and the practical application of these legislative requirements.
- Experience of evaluating tender returns.
