The State of New Hampshire, Bureau of Child Support Services has a full-time vacancy for Child Support Officer.

Summary:

Establishes and/or enforces court and administrative orders for support in conjunction with varied field activities in order to fulfill the requirements of child support laws, regulations and policies in the Bureau of Child Support Services, Department of Health and Human Services.

YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS:

Education/Experience:

Associate’s degree and 2 years of experience OR equivalent combination of 4 years of education and experience after completion of high school. Education and experience must include at least 2 years in support enforcement, investigations, collections, financial assessment, business, accounting, law enforcement, direct service delivery, paralegal, human or social services, social sciences, or related field.

License/Certification:

Valid driver’s license or access to transportation

Other Requirements:

1. Travel: Must travel to other District Offices, depending on assignment, project and resource needs.

2. Background Investigation: The BCSS is subject to Internal Revenue Service (IRS) Safeguard requirements in accordance with IRC 6103(p)(4) and defined in IRS Publication 1075.

Candidates for this position are required to submit to a comprehensive background investigation, including:

– FBI fingerprinting (FD-258) – enables the BCSS to review Federal Bureau of Investigation (FBI) fingerprint results and a candidate’s criminal history in all United States and territories to identify suitability issues related to access to Federal Tax Information; and

– Check of local law enforcement agencies where the candidate has lived, worked, and/or attended school within the last 5 years, and if applicable, of the appropriate agency for information known to them of the candidate. The local law enforcement check will assist agencies in identifying trends of misbehavior that may not rise to the criteria for reporting to the FBI database but is a good source of information regarding a candidate.

– Proof of citizenship/residency – to validate a candidate’s eligibility to legally work in the United States (e.g., a United States citizen or foreign citizen with the necessary authorization). The BCSS must complete USCIS Form I-9 to document verification of the identity and employment authorization of each new employee hired after November 16, 1986, to work in the United States. Within 3 days of completion, any new employee must also be processed through E-Verify to assist with verification of his/her status and the documents provided with the Form I-9.

Refusal to cooperate will result in disqualification from candidacy and non-selection for hire. The results of this investigation may disqualify a candidate for the position. DHHS may be prohibited from disclosing any information or record that leads to the disqualification. A hired candidate is subject to this investigation every 5 years.

Responsibilities:

Reviews and assesses cases to determine strategies for implementation of one or more establishment and/or enforcement techniques to ensure appropriate court orders and continuous and timely collection of payments.

Negotiates with parents and attorneys on confidential and highly sensitive matters to establish paternity, determine legal obligations and/or to obtain current and past due child support.

Recommends actions to judges and hearings officers to achieve payment settlements and on-going future payments.

Exercises independent judgment and actions, under the general authority of the unit supervisor, to resolve issues in unique and varied cases.

Represents the Bureau in violation, show cause and capiases hearings and testifies in modification hearings to ensure accurate presentation of evidence.

Implements a variety of establishment and/or enforcement techniques such as consent decrees, long arm, wage withholding, license revocation, liens, tax offset and financial data match to effect the establishment and/or enforcement of court-ordered support.

Investigates, verifies and documents evidence such as address, financial resources, employment data and ability to pay in order to establish and/or enforce obligations.

Advises parents, legally liable relatives, attorneys, agencies and other child support staff about federal and state laws and policies to inform them and update them of changes.

Exercises partial supervision over subordinate staff and may supervise the Child Support Unit in the absence of the Unit Supervisor.

The work of an employee in trainee status in this position shall be overseen by a fully qualified individual. An employee in trainee status shall meet the minimum qualifications within the period of time specified on the SJD, not to exceed one year of being hired into this position.
