An exciting opportunity has arisen for an experienced Pre-Construction Manager to join a leading UK civil engineering and infrastructure contractor with a strong track record of delivering complex projects across the transport, highways, rail, utilities, aviation, commercial and residential sectors. The business has been operating successfully for over 25 years and is recognised for its collaborative approach, technical excellence and commitment to safety and innovation. Due to continued growth across the Midlands region and a strong pipeline of major infrastructure and regeneration projects, they are looking to appoint an accomplished Pre-Construction Manager to play a key role in securing and shaping future work.

About the Role

Reporting to the Regional Operational Director, you will lead the technical, design and buildability elements of bids and pre-construction activities, ensuring client requirements are fully understood and translated into commercially successful and deliverable solutions. You will work closely with estimating, planning, design, commercial and operational teams throughout the tender, ECI and PCSA stages of projects.

Key Responsibilities

  • Lead the development and management of pre-construction and construction deliverables programmes.
  • Manage all technical, design and buildability aspects of tenders and pre-construction activities.
  • Act as the business lead throughout ECI and PCSA phases, supporting projects through to delivery.
  • Coordinate the production of design information, technical reports, methodologies, logistics plans and phasing strategies.
  • Review contract documentation and identify opportunities for value engineering and innovative construction solutions.
  • Lead risk, opportunity and value engineering workshops.
  • Develop tender and pre-construction programmes for major projects.
  • Liaise closely with clients, consultants, supply chain partners and delivery teams.
  • Support post-tender negotiations and ensure a smooth transition into project delivery.
  • Build and maintain strong client relationships whilst contributing to future business opportunities.

Candidate Requirements

We are keen to speak with individuals who have:

  • Previous experience as a Pre-Construction Manager, Bid Manager, Design Manager, Proposals Manager or similar within the civil engineering or construction sector.
  • Experience managing complex bidding and pre-construction processes.
  • A proven track record leading successful bids for public and private sector clients.
  • Strong knowledge of design management, buildability, value engineering and construction methodologies.
  • Experience within infrastructure, highways, rail, utilities, groundworks, structures or major civils projects.
  • Excellent commercial awareness and stakeholder management skills.
  • Strong communication, leadership and organisational abilities.
  • Professional membership (ICE, CIOB, RICS or similar) would be advantageous.
