Responsibilities
- Report to the Resource Impact Assessment (RIA) Manager.
- Manage a team of Business Analyst (Accountant) staff.
- Ensure the development and production of resource impact assessments that highlight the consequences of implementing NICE guidance.
- Quality‑assure a portfolio of tools developed by the team and ensure outputs are timely and of high quality.
- Complete budget impact tests (BITs) and lead BIT discussions with key stakeholders such as NHS England, companies and the Medicines Evaluation Directorate.
- Engage effectively with a range of external organisations and individuals on complex, contentious or sensitive issues.
- Exercise judgement across a broad spectrum of sensitive issues.
Qualifications & Experience
- A CCAB or CIMA qualification.
- Experience of funding mechanisms within the healthcare or social care system.
- Experience of managing a portfolio of projects involving multidisciplinary teams and delivering them on time and to a high quality.
- Line‑management or mentoring experience, or a leadership role on a project.
- Knowledge of current developments in health and social care planning and commissioning.
- Ability to engage effectively with external stakeholders on complex, contentious or sensitive issues.
About the Team
The Finance, Corporate and Commercial team provides services that enable NICE to deliver its remit in compliance with public sector rules and to meet its financial and governance obligations.
The Resource Impact Assessment (RIA) team produces tools supporting published guidance and standards, helping users translate guidance and make cost‑aware decisions.

Other Information
- Salary: £57,528 to £64,750 per annum pro rata.
- Contract: Permanent.
- Working pattern: Full‑time, part‑time, flexible, compressed hours.
- This post requires a Rehabilitation of Offenders Act (Exceptions Order) 1975 Disclosure and Barring Service check.
