The SWL ICB is undergoing significant transformation, with engagement taking place with partners on the work of embedding a centralised mental health team across the six boroughs. The bringing together of a complex set of arrangements, reflecting local partnerships of primary care, secondary care MH providers, social care and the voluntary sector, is the key priority for the leadership over the next 12-18 months.
This sits alongside our ambition to develop a system approach with the SWL mental health provider collaborative, based across SWL and St George’s MH Trust (SWLStG) and South London and the Maudsley MH Foundation Trust (SLaM). This involves development of a governance that enables decision making and delivery of improvements to sit as close as possible to those providing and experiencing the model of care.
In parallel, many important programmes of work require fixed term support to ensure a robust management approach including (but not limited to) – contractual review, engagement with partners, risk management and delivery assurance. Delivery of these key workstreams will be the focus of this role.
Main duties of the job
We are looking for a capable senior lead to join South West London ICB to take forward a series of projects focused on improving and supporting mental health, learning disabilities and autism services. The post holder will be operating at a senior level and will work with a range of stakeholders to deliver transformation programmes and drive service developments, delivering tangible change. The overarching focus of the role is a series of projects that support and enable delivery of high quality and sustainable services.
The role will be fast-paced, and the post holder will play a key role within the ICB’s Mental Health and Learning Disability & Autism Team. The post holder will be an experienced programme manager.

Job responsibilities
The Head of Mental Health Programmes is responsible for programme and project management across a range of areas. Workstreams include:
MH Discharge and Flow: working across the two NHS providers and six boroughs within SW London to identify barriers to discharge and opportunities for improvement.
Specialised Delegation: taking delegation of specialised mental health services allocation and ensuring the appropriate governance is in place to deliver performance, quality and financial assurance.
MH in Integrated Neighbourhood Teams (INTs): working with providers and boroughs to develop some pilot models of inclusion of MH in INTs (CYP, older people, people with SMI).
Development and delivery of service specific business cases: e.g. management of Attention Deficit Hyperactivity Disorder (ADHD), addressing health inequalities and prevention proposals through to approval and implementation.
Waiting Times for CYP Mental Health: working with stakeholders in identifying issues and working to resolve and improve waiting times, experience and outcomes.
Contract register review: bringing together contracts for mental health provision across the six boroughs into one register; creating a proactive programme of review and reprovision.
The postholder will provide day to day leadership to agreed workstreams to ensure the overall objectives are met.
Person Specification
Education / Qualifications
- Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master’s level equivalent.
- Evidence of continued professional development.
- Educated to masters level or equivalent level of experience of working at a senior level in specialist area related to mental health.
Knowledge and Experience
- Significant experience of successfully operating in a politically sensitive environment.
- Previously responsible for a budget, involved in budget setting and working knowledge of financial processes.
- Demonstrated experience in a Healthcare environment.
- Experience of setting up and implementing internal processes and procedures.
- Experience of managing and motivating a team and reviewing performance of the individuals.
- In depth knowledge of policy and clinical guidance pertaining to Mental Health.
Skills and Abilities
- Able to provide and receive highly complex, sensitive and contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups.
- Ability to persuade board and senior managers of the respective merits of different options, innovation and new market opportunities.
- Ability to negotiate on difficult and very complex and detailed issues.
- Intermediate (or advanced) Keyboard skill – ability to use Microsoft Office package at intermediate (or advanced) level.
- Ability to analyse highly complex facts and situations and develop a range of options.
- Ability to carry out procurements for highly detailed, high value contracts that require analysis, comparison and assessment.
- Ability to make decisions autonomously and on difficult and contentious issues where there may be a number of courses of action.
- Skills for managing relationships with a range of different stakeholders.
