Our key priority in the next year will be to develop closer integrated and collaborative ways of working with all our partners to implement our Out of Hospital Strategy.

Job overview

We are recruiting to a Senior People and Culture Partner to join our busy People and Culture team.

We are looking for an experienced, proactive, knowledgeable and credible individual to work in partnership with senior leaders and their teams to provide business-focused people and OD solutions to support the provision of high quality, productive and innovative services across the ICB, including Place Based teams.

The People Services and Business Partnering Team strives to enable the ICB to deliver an excellent health and social care service to North East London by providing first-class and timely HR advice, support and interventions at a strategic and operational level. The team undertakes activities that will support the ICB in driving continuous improvement and delivery of high-quality health and social care through outstanding leadership and management of its people.

The Senior People and Culture Partner (SPCP) acts as an internal consultant providing an enabling business support role. Responsible for the relationship between the People Directorate and the business, owning the client relationship.

As Senior People and Culture Partner, you will partner with business leaders, providing strategic and operational advice and knowledge on people-related matters in line with the needs and priorities of the directorates/departments you partner with.

Main duties of the job

  • Partnering with the leaders of specific directorates and fully understanding their business area and future strategic aims to create, own and fully deliver a people plan to achieve these and the ICB’s priorities. This people plan will incorporate appropriate elements of the People Strategy to ensure consistent approaches across the business, in addition to talent management, employee engagement, culture development, performance development and workforce planning.
  • Collaborate with leaders to enable people change initiatives within the business area, providing a robust framework to plan and manage the continuous process of change. Highly complex advice must be provided on issues including TUPE, redundancy, department restructures and operational efficiency.
  • In conjunction with the OD team, develop local training and succession planning approaches that align with the ICB frameworks and contribute to talent management to best effect for organisational and service impact.

Person specification

Education and Training

  • Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level
  • Chartered Member of the CIPD (or equivalent professional qualification) with a good understanding of statutory employment legislation and HR good practice

Experience

  • Substantial experience of operating as an HR business partner in a challenging, multi-functional environment
  • Demonstrable success in leading and managing complex change programmes, and in developing new ways of working
  • Knowledge across a wide range of HR topics, including Resourcing, Retention, OD and Employee Relations
  • Experience of coordinating projects in complex and challenging environments

Skills

  • Excellent written and oral communication and presentation skills
  • Coaching skills underpinned by a collaborative and supportive style of working
  • Ability to quickly build personal credibility
  • Ability to interpret people analytics, data and trends to inform workforce and strategic plans

Knowledge

  • Detailed knowledge of HR policies and procedures and an up-to-date knowledge of UK Employment law with the ability to interpret legislation and complex information and develop practical workable solutions
