Job Summary
The Primary Care and Community Services – National Advisor is a key part of the Primary Care and Community Services Senior Leadership Team. The post holder will be responsible for a number of key priorities across primary care and community services, with a particular focus on reform. The post holder will advise at the highest of levels and design and deliver a complex, multi-faceted reform programme, with initial focus on reform in general practice. This requires exceptional stakeholder management skills and a deep understanding of primary care and community services. The post holder will also lead areas of strategic importance on behalf of the organisation pertaining to PCCS, such as primary care data, working in collaboration with DHSC and deliver specific strategic programmes to advance the reform agenda, such as the PCN test sites programme.

Main Duties of the Job

The Group Director of Primary Care and Community Services – Policy and Development will:

  1. Promote effective integration of primary and community services and work across NHSE in line with the operating framework.
  2. Deliver the community recovery and integrations priorities.
  3. Develop initiatives to support recovery of community care waiting list.
  4. Deliver the proactive care framework.
  5. Deliver National End of Life priorities.
  6. Deliver initiatives in community health service programmes that support the primary care and UEC priorities.
  7. Identify the impact of community health services to upstream care and develop longer term system resilience.
  8. Improve access to community services through pathway development and quality improvement.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Staff recruited from outside the NHS will usually be appointed at the bottom of the pay band.

Person Specification

Qualifications Essential:

  • Post graduate level qualification in a relevant discipline or equivalent experience working at a senior level in a specialist area.

Knowledge and Experience Essential:

  • Significant Senior Management level experience, at or near to Board level operations in the NHSE, Senior Civil Service or a relevant third sector organization.

Skills, Capabilities & Attributes Essential:

  • Excellent leadership skills and the ability to build, lead, develop and motivate high performing teams.
  • Delivery skill to shape and run a number of discrete national programmes so that the benefits are clear.

Values and Behaviours Essential:

  • Consistently thinks about how their work can help and support clinicians and frontline staff deliver better outcomes for patients.
