  • Job Purpose

To prepare accurate, competitive and commercially robust estimates, proposals and quotations for MEICA and small work M&E projects, principally involving Water and wastewater Control, River Structures & Pumping Station equipment Refurbishment/Renewal of mechanical and electrical equipment.

The role will convert client requirements and specifications into clear cost build-ups and persuasive, technically compliant proposals; present ECS's scope and value effectively; and actively follow submitted quotations through clarification, negotiation and order conversion.

  • Tender review and technical understanding
  • Review enquiries, specifications, bills of quantities, and site report documentation; establish the full scope, deliverables, exclusions, and quotation return requirements.
  • Identify missing or conflicting information, raise timely technical and commercial queries, and clearly record estimating assumptions.
  • Undertake site visits where required to understand technical requirments and site access and restrictions.
  • Estimating and cost development
  • Price mechanical, electrical, and automation equipment.
  • Estimate labour hours for installation and commissioning.
  • Produce detailed, itemised bills of quantities
  • Use ECS estimating systems and tools and agreed rate books where applicable, to prepare structured, traceable estimates and maintain current rates and estimating data.
  • Quotation follow-up, conversion and handover
  • Maintain accurate enquiry and quotation status information, including follow-up dates, client feedback, probability, forecast order timing and reasons for delay, success or loss, and communicate material changes to relevant stakeholders.
  • Provide a handover to the delivery engineers.
  • Monitor tender outcomes and compare estimating assumptions with delivered performance; use client feedback and lessons learned to improve proposals, rates, productivity assumptions and future conversion performance.

Skills & Experience

  • Robust estimating experience within MEICA or multi-disciplinary utility engineering environment.
  • Ability to read complex technical drawings and circuit diagrams.
  • Strong understanding of water industry specifications (e. g., WIMES).
  • Proficiency in estimating software and advanced Excel spreadsheets
  • Clear written and verbal communication skills, including the ability to develop proposals, discuss quotations confidently with clients, follow up professionally and work collaboratively with suppliers, and project teams.
  • Full UK driving licence and willingness to undertake site and supplier visits as required.
