  • Summary

The Pre-Contract Manager will lead a team of Offsite Integration Managers and Estimators in pricing works and ensuring all bids are prepared to the highest standards, whilst ensuring strong commercial discipline to the pre-contract stage.

Deliver competitive, accurate, and well-governed submissions aligned with OSM business objectives, maximising win rates, value and overall profitability.

This is a permanent staff role with NG Bailey, and can be based from any of our UK locations, with some travel around the UK required.

  • Key deliverables
  • Demonstrate appropriate health and safety leadership to ensure that the safety first and foremost message is visible and alive throughout all activities relating to the manufacturing facilities.
  • Define and lead the commercial and strategic sales plan, setting long‑term objectives and governance frameworks to ensure all bids are commercial robust, strategically aligned and deliver sustainable growth, profitability and market positioning.
  • Establish and maintain senior‑level client relationships, leading regular executive governance meetings and acting as a key escalation point.
  • Drive a strategic customer engagement model through regular site visits, ensuring high‑value account growth, retention and resolution of issues.
  • Provide inspirational oversight of quality assurance frameworks, ensuring all delivery is rigorously measured against contractual and regulatory requirements.
  • Partner with OM to implement continuous improvement initiatives that exceed client expectations and industry standards.
  • Own and lead the business development strategy, including executive‑level client engagement, pipeline growth and market expansion.
  • Ensure operation leaders are equipped and coached to deliver compelling presentations and represent the organisation with credibility and impact.
  • Lead the identification, assessment and governance of all technical, commercial and operational risks.

Establish robust escalation and mitigation frameworks, ensuring risks are proactively managed and aligned with organisation.

  • Drive the strategic evolution of Offsite service delivery, embedding innovation best practice and continuous improvement.

Collaborate across senior leadership to deliver a consistent, high‑quality national service offering aligned to business objectives.

  • Oversee the development of advanced performance reporting, leveraging data insights across sales, trends, SLA performance and KPIs.

Provide strategic analysis and recommendations to the Managing Director to inform decision making and business planning.

  • Establish and govern compliance framework, ensuring adherence to WIN‑stage key gateways, approvals and corporate controls.

Drive accountability and assurance processes across all stages of project and operational delivery.

Qualifications

  • Strong experience in a work‑winning/sales environment, specifically in bids and pricing, and building strong customer relationships.
  • Experience leading a team (desirable)
  • MEP or building services/construction environment and DFMA experience (desirable)
