In this role, you will be accountable for overseeing projects from initiation through to completion, ensuring delivery is timely, within agreed scope, and aligned to budget expectations. You will manage several projects simultaneously, coordinating multidisciplinary teams while ensuring that technical outputs support broader organisational goals.

Beyond delivery responsibilities, you will play an active role in enhancing governance practices, refining delivery approaches, and contributing to longer-term planning. Acting as a central point of coordination, you will facilitate communication between technical specialists, senior decision-makers, and external partners to support effective collaboration and informed decision-making.

This position requires a valid UK driving licence and access to a vehicle, as travel to sites across the UK will be necessary. The role is subject to security vetting requirements, including DBS, NPPV Level 3, and HMPPS Cat A clearance where applicable. Continued employment is dependent on obtaining and maintaining the necessary clearances.

Experience & Technical Capability
  • Proven track record of delivering complex software or IT projects end-to-end, including managing multiple concurrent initiatives and cross-functional teams.
  • Strong understanding of the Software Development Lifecycle (SDLC), with experience working across design, development, testing, deployment, and support phases.
  • Practical experience with Agile (Scrum, Kanban) and/or structured methodologies such as PRINCE2, including the ability to operate within hybrid delivery environments.
  • Confident working alongside engineering teams, with a solid grasp of technical concepts such as APIs, system integrations, microservices, and distributed architectures.
  • Experience using project and delivery tools (e.g. Jira, Azure DevOps, MS Project) for planning, tracking, and reporting.
  • Familiarity with cloud platforms (such as AWS or Azure), including environments, deployment considerations, and infrastructure basics.
  • Working knowledge of DevOps practices, including CI/CD pipelines, automated testing, and release management processes.
  • Ability to interpret technical documentation and translate complex concepts into clear, business-friendly communication.
  • Understanding of security, compliance, and data protection considerations, particularly within regulated environments.
  • Strong analytical skills to identify risks, manage dependencies, and support effective decision-making.
  • Experience in senior project or programme-level roles, ideally within public sector, healthcare, or similarly regulated industries.
Key Responsibilities – Project Delivery & Oversight
  • Lead the full lifecycle delivery of software and technology projects.
  • Define project goals, deliverables, timelines, and scope in collaboration with relevant stakeholders.
  • Maintain effective governance processes, including risk, issue, and change management.
  • Apply appropriate delivery methodologies (such as Agile, PRINCE2, Waterfall, or hybrid models).
  • Manage budgets, resources, dependencies, and overall delivery performance.
Stakeholder Engagement
  • Serve as the primary liaison for stakeholders, including clients, leadership teams, and internal delivery functions.
  • Build and sustain strong professional relationships across all stakeholder groups.
  • Ensure clear, consistent communication throughout the project lifecycle.
  • Align expectations and maintain stakeholder confidence in delivery outcomes.
Team Leadership
  • Coordinate cross-functional teams across areas such as development, quality assurance, operations, and product.
  • Provide direction and clarity on roles, responsibilities, and priorities.

Risk & Issue Management
  • Proactively identify and evaluate potential risks and issues.
  • Implement mitigation strategies to minimise disruption to delivery.
  • Escalate concerns appropriately and in a timely manner.

  • Deliver accurate and timely reporting on project status, milestones, risks, and financials.
  • Monitor performance against defined KPIs and service levels.
  • Promote transparency and accountability across all aspects of delivery.

  • Support the ongoing development of delivery frameworks, standards, and best practices.
  • Identify and implement improvements to enhance efficiency and quality.
