Are you a passionate and experienced education leader committed to improving outcomes for children and young people?

Newport City Council is seeking an outstanding Inclusion Adviser for Early Years and Healthcare Needs to provide strategic leadership across Early Years inclusion, Additional Learning Needs (ALN), healthcare provision and school improvement. This is a pivotal role within our Inclusion Service, offering the opportunity to shape policy, practice and provision across Newport's education community.

As Inclusion Adviser, you will work closely with the Assistant Head of Education (Inclusion) to drive high-quality inclusive practices across schools, Early Years settings and partner agencies. You will lead the Early Years Team while supporting the delivery of Newport's statutory responsibilities under the Additional Learning Needs and Education Tribunal (Wales) Act.

The successful candidate will:

• Provide strategic leadership for Early Years inclusion and healthcare needs across education settings.
• Lead and manage the Early Years Team, including advisory and support staff.
• Develop and strengthen partnerships with schools, families, health professionals and regional partners.
• Champion effective ALN practice and support schools in implementing inclusive approaches.
• Lead on healthcare policy, guidance and practice from Early Years through to Post-16 education.
• Support enhanced transition arrangements for learners with additional learning needs.
• Design and deliver professional learning, advice and support for practitioners across Newport.
• Oversee quality assurance, service improvement and the effective use of Early Years resources and budgets.

You will be a highly motivated and credible education professional with:

Essential Requirements

• Degree-level qualification or equivalent.
• Qualified Teacher Status (QTS).
• Successful experience of teaching and improving outcomes for children and young people.
• Experience of leading and managing teams.
• Strong knowledge of:
  • Additional Learning Needs (ALN) legislation and practice.
  • Early Years education and inclusion.
  • Current developments in teaching and learning.
  • Healthcare needs within educational settings.
• Excellent communication, coaching and relationship-building skills.
• The ability to influence, challenge and support education settings to achieve high standards.
• A commitment to inclusion, collaboration and continuous improvement.

Desirable

• Experience of curriculum or service development.
• Understanding of budget management and grant processes.
• Evidence of ongoing professional development.
• Experience of working with funding systems within the public sector or Early Years sector.
• This post is politically restricted.
• Full driving licence required.
• Welsh language skills are desirable.
• Occasional work outside normal office hours may be required.
