We are seeking an enthusiastic and self‑motivated person for this post within the Payments team. Reporting to the Creditors Team Leader, your role will involve:

  • Maintenance of control procedures such as vendor set‑up, suppliers bank accounts email addresses, Factoring Companies and Construction Industry Scheme details (CIS) onto the Council's Financial System and ensure that the process conforms to current HMRC legislation and the Council's Financial Regulations.
  • Check and upload payment interface files into the Council's Financial System and resolve any interface anomalies, and to support the Team Leader with processing payment runs (BACS and Cheque) in a timely fashion to ensure recipients are paid accurately and on time.
  • Implement the tax arrangements for payment and reconciliation of individual sub‑contractors in the Construction Industry Scheme in accordance with current Her Majesty's Revenue and Customs (HMRC) legislation.
  • Provide day‑to‑day management for the Petty Cash accounts within Newport City Council.
  • Processing of new account applications and ensuring applicants understand the responsibility associated with the issuing of a petty cash fund.
  • Undertake monthly and year‑end reconciliations in accordance with current HMRC regulations and the Council's Financial Regulations.
  • Provide advice guidance on the Council's Financial Regulations and Her Majesty's Revenue and Customs legislation relating to creditor payments to officers at all levels and customers.
  • Provide advice and guidance relating to creditor payments to service areas and external suppliers.

You should have a minimum of 5 GCSEs at grade C or above including mathematics, NVQ level 2 in a finance related subject. The post holder is required to be educated to A level standard or equivalent or have at least 2 years experience working in a Creditors environment. You will have good communication and IT skills and the ability to work to tight deadlines.
