Newport City Council’s Environment and Public Protection service area brings together various services such as waste and cleansing, grounds, community protection, parks and recreation, cemetery and crematorium, climate change, biodiversity and regulatory services. In the Cleansing discipline, we focus on providing a first class street cleansing service. This is an exciting time to join the Waste and Cleansing Services team.
Key Responsibilities
- Support the safe and efficient delivery of cleansing operations across the city.
- Supervise frontline cleansing teams, coordinating daily operations, and ensuring all works are carried out safely particularly those requiring traffic management on busy highways and public spaces.
- Maintain a clean, safe environment for residents, businesses and visitors, while supporting continuous improvement within the service.
- Assist with service planning during scheduled work, major events, adverse weather, bank holidays and seasonal pressures.
Aspects Of The Role Will Include
- Lead, supervise and support street cleansing crews in daily operational duties across the city.
- Plan and oversee cleansing work that requires traffic management, ensuring compliance with legislation, safety standards and NCC procedures.
- Deploy appropriate traffic management measures (cones, signage, lane closures, pedestrian management, etc.) to support cleansing works.
- Conduct onsite risk assessments and ensure safe working practices at all times.
- Monitor operational performance, workload priorities, route completion and service standards.
- Provide training, instruction and guidance to crews on equipment use, cleansing techniques and safe systems of work.
- Liaise with internal teams (Highways, Waste, Enforcement) and external partners to coordinate activity.
- Support emergency, reactive and event related cleansing operations as required.
- Complete service documentation, inspections, vehicle/equipment checks and digital records accurately.
- Communicate effectively with staff, the public and management to resolve issues quickly and professionally.
You will work closely with other areas within Waste and Cleansing and other NCC disciplines such as grounds & highways and in collaborations with internal and external stakeholders across the City.

We are looking for an enthusiastic and confident person, candidates with previous or current knowledge and experience in a similar position who take pride in their work.
We Are Looking For Someone Who
- Proven experience in street cleansing, grounds maintenance, highways, waste, or similar operational services.
- Knowledge of cleansing equipment, methods and service standards.
- Experience setting up or working within traffic management environments (e.g., Chapter 8 compliance).
- Strong leadership skills with the ability to motivate and support teams.
- Confidence in making operational decisions and responding to issues on the ground.
- Good communication and interpersonal skills.
- A positive, proactive attitude and commitment to high service standards.
- A full UK driving licence (essential).
- A valid traffic management qualification desirable but this would be an advantage (training will be provided).
