Tower Hamlets' Children's Services directorate is committed to delivering high‑quality SEND provision and ensuring that children and young people with Special Educational Needs and Disabilities receive timely, accurate and person‑centred support. The SEN Assessment & Review (SENAR) Service plays a critical role in statutory compliance, quality assurance, and continuous improvement across Education, Health and Care Plan (EHCP) processes. The SEN Quality Assurance Manager will lead the SEND Quality Assurance Framework, ensuring the production of high‑quality EHCPs and consistent standards across assessments, reviews, and statutory processes. You will oversee audits, lead multi‑agency quality assurance groups, and provide training and tools to drive service improvement. The role also includes managing the Tribunals, Mediation and Complaints function, ensuring timely and effective responses, monitoring outcomes, and supporting the SEN Service Manager with reporting to senior leaders and strategic boards.

Responsibilities

  • Oversee monthly manager audits, analyse findings, and identify improvement actions.
  • Chair the multi‑agency Quality Assurance Group, monitor actions, and share outcomes.
  • Develop and deliver training and tools to improve practice across the SEN Service.
  • Produce quarterly reports on quality assurance measures for senior leadership.
  • Provide guidance to schools, health partners, and social care on statutory processes.
  • Promote coproduction and maintain strong relationships with parent/carer groups.
  • Monitor and report on parent/carer feedback and service user experience.
  • Manage the Tribunals, Mediation and Complaints Lead and ensure timely responses.
  • Review complaint outcomes, identify themes, and support service learning.
  • Set and monitor performance standards for mediations and appeals.
  • Identify budget risks and analyse tribunal outcomes to inform service improvement.
  • Deliver training on disagreement resolution and tribunal processes.
  • Deputise for the SEN Service Manager when required, including SEND Panels.
  • Support complex casework, engaging sensitively with families and professionals.
  • Ensure statutory performance targets are met across the SEND teams.

Qualifications

  • Extensive knowledge of the Children and Families Act 2014 and SEND Code of Practice.
  • Strong understanding of quality assurance frameworks and methodologies.
  • Knowledge of statutory timescales, complaints processes, FOI and SAR requirements.
  • Experience managing administrative functions in a multidisciplinary environment.
  • Experience working with children, young people and families on complex cases.
  • Proven ability to develop processes and deliver measurable service improvements.
  • Skilled in presenting information to senior stakeholders and multi‑agency partners.
  • High‑level written and verbal communication skills.
  • Professional qualification or relevant background within education.
  • Ability to work outside normal office hours and travel as required.
