Neway International are seeking a Senior Environmental Protection Officer to join our client based with the London Borough of Hillingdon.

Location: London Borough of Hillingdon

Hours: 36 per week

Start Date: 07/04/2026

End Date: ONGOING

Pay Rate: £34.34 PAYE / £45.00 Umbrella

About the Client

The London Borough of Hillingdon’s Public Protection & Enforcement Service delivers a wide range of statutory environmental health functions, ensuring residents, businesses and visitors benefit from a safe, healthy and well‑regulated environment. The Environmental Protection Unit (EPU) investigates nuisance, pollution and environmental quality issues, working proactively and reactively to uphold legal standards and protect public health.

The Role

The Senior Environmental Protection Officer will provide an effective and efficient Environmental Protection service, undertaking routine casework, inspections and investigations relating to nuisance, pollution and environmental protection matters. The post holder will act as a subject matter expert, exercising professional judgement, carrying out enforcement activity, and ensuring compliance with relevant legislation, codes of practice and Council procedures. This role requires managing a varied caseload with minimal supervision, delivering high‑quality technical advice, and supporting the wider team through guidance, training and occasional supervisory duties.

Key Responsibilities

  • Undertake investigations into statutory nuisance and environmental protection issues, including noise, odour, smoke, dust and other pollution sources.
  • Carry out reactive and proactive inspections, taking appropriate enforcement action in line with legislation and Council policy.
  • Prepare and serve statutory notices, gather evidence, write statements and prepare case files for prosecution where required.
  • Provide expert technical advice to residents, businesses, elected members and partner agencies.
  • Maintain accurate records, case notes and monitoring data in accordance with service and legal requirements.
  • Assist with projects, campaigns and programmed work to support service objectives.
  • Represent the Council professionally at court, tribunals, committees and multi‑agency meetings.
  • Support induction and training of junior staff, apprentices and colleagues as required.
  • Ensure compliance with Health & Safety, Data Protection, equality and customer care standards.
  • Contribute to service improvement, policy development and continuous professional development.

Candidate Requirements

Essential

  • Degree, MSc or Diploma in Environmental Health, or equivalent qualification enabling practice as an Environmental Health Practitioner.
  • Registration with the Environmental Health Registration Board (EHRB) / CIEH, or equivalent recognised route.
  • Demonstrable practical experience in Environmental Protection, including nuisance investigations and enforcement.
  • Experience working in a local authority enforcement environment.
  • Ability to manage a varied caseload independently and make balanced, evidence‑based decisions.
  • Strong knowledge of Environmental Protection legislation, codes of practice and enforcement procedures.
  • Excellent written and verbal communication skills, including report writing and presenting evidence.
  • Strong ICT skills and ability to learn service‑specific systems.
  • Full clean UK driving licence and access to a suitable vehicle for site visits.
  • Ability to work flexibly, including outside core hours when required.

Desirable

  • Postgraduate qualification in a relevant specialist area (e.g. Acoustics, Air Quality, Contaminated Land).
  • Experience preparing and giving evidence at court or committee hearings.
  • Knowledge of wider Environmental Health legislation and political sensitivity within local government.
  • Experience conducting research projects and producing detailed technical reports.
