The Role
The Senior Project Manager will lead and coordinate a substantial proportion of the Housing Capital Programme, valued at approximately £10m per annum. This role requires strong leadership, contract management expertise, and the ability to drive high‑quality delivery across multiple workstreams. You will oversee internal teams, technical consultants, and contractors to ensure value for money, programme compliance, and successful outcomes for residents.
Key Responsibilities
- Manage capital programme contracts to ensure value for money, high‑quality delivery, and adherence to programme timelines.
- Forecast spend, monitor budgets, and ensure projects are delivered on time and within financial parameters.
- Work closely with the Programme Manager to lead and motivate a multidisciplinary team including surveyors, quantity surveyors, Clerks of Works and Contract Administrators.
- Ensure robust contract governance, including regular operational meetings and performance management of contractors.
- Provide contractors with accurate property and asset information, including condition data, FRA details, repairs history and asbestos surveys.
- Maintain strict budgetary control, escalating any issues promptly to senior stakeholders.
- Oversee post‑inspection processes and ensure accurate, compliant contractor payments.
- Prepare accurate end‑of‑year accounts, final accounts and budget information in a timely manner.
- Lead effective tenant consultation, ensuring residents are informed, supported and engaged throughout works programmes, including attendance at meetings outside normal office hours.
- Ensure stock condition data is updated to reflect completed works and support decency assessments.
- Produce monthly performance reports covering spend, completions, refusals, satisfaction, stock condition and progress towards decency.
- Manage the S20 consultation process in partnership with Leasehold Services, ensuring compliance and timely communication.
- Coordinate planning application workflows with contractors and the Council’s Planning Department.
- Directly manage or commission Clerks of Works to maintain quality control and expedite snagging.
- Manage the Business Support Officer and ensure effective administration, filing and archiving of project documentation.
- Ensure all health and safety requirements are met, including risk assessments, method statements, CDM compliance and staff training.
- Promote equality, diversity and inclusion in service delivery and team management, ensuring vulnerable residents are identified and supported.
- Undertake any additional duties aligned with the scope and purpose of the role as required by the line manager.

- Proven experience managing large‑scale housing capital programmes or similar construction‑related projects.
- Strong leadership skills with experience managing multidisciplinary teams.
- Excellent contract management and governance knowledge.
- Demonstrable experience in budget management, forecasting and financial reporting.
- Strong understanding of health and safety, CDM regulations and compliance frameworks.
- Experience working with tenants, leaseholders and diverse communities.
- Ability to work collaboratively with contractors, consultants and internal stakeholders.
- Strong organisational skills with the ability to manage competing priorities.
