Build effective stakeholder relationships while delivering clear commercial and compliance guidance to ensure project success.

This is a permanent role, with a salary of $152,164 plus 5 weeks' annual leave and insurance benefits.

In this fast‑paced role, you’ll work closely with a Senior Development Manager to set direction, shape programmes of work, and assess the commercial strength of new opportunities. You’ll lead the preparation of high‑quality business cases that support confident, strategic decision‑making.

You’ll oversee a portfolio of projects, ensuring each one follows organisational standards and delivers against financial, risk, and performance expectations. You’ll guide due‑diligence activities, influence procurement approaches, and drive strong reporting and governance so leaders have the right information at the right time.

As a senior relationship leader, you’ll manage complex engagement across contractors, consultants, councils, community groups, and mana whenua—ensuring early, meaningful involvement and full compliance with legal and regulatory requirements.

You’ll also provide leadership across commercial negotiations, consent pathways, subdivision and titling processes, and broader compliance work—positioning every project for successful delivery and strong commercial outcomes for Kāinga Ora.

This role is part of a highly focused team that works together in the office during set hours Monday to Friday.

What you will bring:

  • Tertiary qualification in property, finance, engineering, project management or related field.
  • 7+ years’ relevant experience, including leading or mentoring delivery teams.
  • Strong feasibility, financial planning and modelling expertise.
  • Proven experience working with consultants, contractors and civil construction processes.
  • Skilled in regulated environments with strong stakeholder relationship management.
  • Experience with procurement, preparing RFPs and evaluating tenders.
  • Solid understanding of Council consenting processes and contamination requirements.
  • Knowledge of local property market values to support feasibility assessments.
  • Familiarity with design and build contracts (e.g. NZS 3910/3915) and civil/retrofit works.
  • Strong communication skills, collaborative mindset and understanding of Treaty partnership obligations.
