Duties Description: Incumbent duties may include but are not limited to the following:
- Perform field studies of proposed building sites.
- Evaluate potential impacts to natural resources from development activities.
- Communicate Agency requirements and findings to landowners and other affected parties.
- Draft correspondence and permits containing conditions and limitations.
- Undertake preliminary enforcement case investigation.
- Develop focused and sufficient investigation file and recommendation for resolution.
- Conduct compliance inspections.
- Establish contact with municipal officials.
- Review and respond to inquiries from the public regarding potential Agency jurisdiction.
- Assist with Freedom of Information Requests.
- Participate in the coordination, development, and evaluation of major agency land planning activities related to natural resources protection and outdoor recreation.
Minimum Qualifications: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications for the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive. This is a two-year traineeship with a starting salary of $53,764 (SG-14, Year 1), $59,994 (SG-16, Year 2) and advancing to $66,951 (SG-18, Full Journeyman level) after successful completion of the 2-year Traineeship.
