An exciting opportunity has arisen for an experienced Head of Tendering Centre to join a large, multi-service organisation delivering solutions across security, facilities services, recruitment and local authority sectors. This is a strategic leadership role responsible for overseeing the entire tendering and bid management function. You will lead the end-to-end bid process, ensuring high-quality, compliant and compelling submissions that support both new business growth and client retention across the public and private sectors. The successful candidate will play a key role in shaping the organisation’s bid strategy, improving processes, and driving winning tender submissions.
Key Responsibilities
- Lead and manage the full end-to-end tendering process across multiple service divisions.
- Oversee the identification and management of PQQ and tender opportunities via procurement portals and tender management systems.
- Coordinate and lead the bids teams across departments, ensuring submissions are accurate, compliant and delivered on time.
- Develop solutions-focused and compelling proposals that clearly demonstrate value and innovation.
- Review, critique and approve all tender submissions prior to submission.
- Produce board-level reporting on tender activity, pipeline visibility, win rates and bid performance.
- Work closely with operational teams to maintain a retender calendar and client retention strategy.
- Develop and maintain a centralised tender content library, including winning responses and bid intelligence.
- Manage and support freelance bid writers or external partners where required.
- Lead tender outcome reviews and continuous improvement initiatives to increase win rates.
- Ensure all submissions demonstrate strong commercial value, ESG and social value considerations.
About You
We are looking for a strategic, commercially aware bid professional who thrives in a fast-paced environment and is confident managing multiple concurrent tenders. You will be a strong communicator who can collaborate with senior leadership, operational teams, and stakeholders across the business.
Experience and Skills Required
- 3–5 years’ experience in bid management, tendering or proposal development.
- Team Leadership.
- Experience working within service-based sectors such as facilities management, security, recruitment, or similar environments.
- Proven experience managing public and private sector tender submissions.
- Strong understanding of procurement frameworks, tender portals and compliance requirements.
- Experience leading or mentoring bid teams and coordinating complex tender deadlines.
- Exceptional written communication and proposal development skills.
- Strong commercial awareness, including pricing, positioning and value articulation.
- Experience collaborating with senior stakeholders across multiple departments.
- Familiarity with CRM systems such as HubSpot or similar.
- APMP certification or working towards it would be advantageous.
