At Westminster City Council, we are reshaping the future of our housing services. There has never been a more exciting time to join us. We are empowering residents, investing in our estates and ensuring that every property meets the highest standards.

Westminster is unlike anywhere else. Our cityscape blends iconic landmarks with cutting-edge modern developments. From historic listed buildings and heritage properties to one of the highest numbers of high-rise developments in the country, the diversity of our built environment offers unparalleled opportunities to lead transformative projects in construction and infrastructure. Our recent award of a C1 Consumer Standard reflects our commitment to outstanding housing services and dedication to delivering to residents’ needs. This is your chance to shape the future of housing in the heart of London, operating in a unique operational environment to deliver meaningful change for our communities.

The Role

Reporting to the Chief of Asset Strategy and Major Works, you’ll deliver large-scale improvement projects across our diverse housing stock and be accountable for an annual capital works budget of up to £80 million. You’ll provide strategic and operational leadership, work with partners, and drive innovation and collaboration across the Major Works function.

This role is not just about technical excellence – it is about shaping lives and communities. You’ll be a collaborative leader who is passionate about meaningful resident engagement and co-design. You’ll ensure residents have a genuine voice in shaping the future of their homes while fostering a culture of transparency, empowerment, and proactive communication.

About You

We’re seeking a leader with substantial experience managing large-scale capital programmes, an in-depth understanding of construction processes, and a proven track record of meaningful resident engagement. You’ll be a strategic thinker with a hands-on approach and skilled at building strong, collaborative relationships with Members, partners, and the communities we serve.

If you are ready to lead transformative projects, deliver exceptional housing outcomes, and make a lasting impact on one of the world’s most iconic urban landscapes, we want to hear from you.

What we Offer

At Westminster City Council, we pride ourselves on being an inclusive workplace and employer of choice. We encourage and welcome applications from people from all backgrounds and aim to have a workforce that, at all levels, represents the communities we serve. We champion equality, diversity, inclusion and wellbeing and aim to create a workplace where everyone feels valued, has a sense of belonging and is empowered to be their best, that is the Westminster Way.

As a forward-thinking Council we appreciate that people work in different ways, therefore our staff benefit from working a range of flexible working patterns as well as Agile working.

The Council is a Disability Confident Employer. If you have declared a disability in your application, we guarantee an interview if you meet the essential criteria of the job. If you are invited for interview, you will be asked if adjustments in order to attend, and we will make these wherever possible.

The Council is committed to achieving diverse shortlists to support our desire to increase the number of staff from underrepresented groups in our workforce. We especially encourage applications from a Global Majority (GM), people who are Black, Asian, Brown, dual-heritage, indigenous to the global south, and or have been racialised as \’ethnic minorities\’ (formally known as B.A.M.E, Black, Asian and multiple ethnic) background and, while the role is open to all applicants, we will utilise the positive action provisions of the Equality Act 2010 to appoint a candidate from a global majority background where there is a choice between two candidates of equal merit. If you are from a Global Majority background you can self-declare this to the hiring manager as part of our positive action commitments.
