The Data and Insight Analyst will provide timely intelligence, enabling Adult Social Care to maximise opportunities and establish an early warning system for underperformance and non‑delivery. The role informs strategic decision‑making across Adult Social Care by gathering, analysing, and interpreting a wide range of data and evidence sources, including provider performance, market developments, demographic and population changes, workforce feedback, customer and service user experiences, and emerging sector trends. The Analyst will lead the development of an evidence‑based approach to measuring service delivery, ensuring decisions are underpinned by robust analysis, meaningful performance indicators, and a comprehensive understanding of current and future demand.

Responsibilities

  • Provide clear intelligence and insight based on evaluation of changing landscapes, analysis of need, demand, supply, best value and practice to ensure measurement of outcomes.
  • Develop and deliver a suite of intelligence products that draw upon a range of analytical, financial, performance and demographic information, as well as citizen, user and workforce insight, to enable ASC to make timely, efficient decisions and maximise opportunities.
  • Deliver work priorities and outputs to meet customer service standards and timelines.
  • Support production of business planning to monitor county‑wide and local need changes and use refreshed evidence to inform intentions and risk‑share arrangements.
  • Utilise specialist skills, knowledge and experience to provide advice and guidance, and produce effective intelligence reports to ensure timely opportunities for the service.
  • Develop innovative evidence‑gathering approaches and ensure effective use of performance and management information systems to inform decision making and contribute to improved outcomes for residents.
  • Evaluate performance and outcome measurements or indicators (proxy measures) to inform future direction and ensure compliance with policies and regulation linking with corporate services.
  • Benchmark performance and activity, engaging with other organisations and stakeholders to define requirements, providing quality, timely and robust financial analysis and information for high‑quality, value‑for‑money solutions.
  • Work collaboratively with corporate colleagues and partners to ensure the best overall outcome for the people of Essex while protecting ECC’s interests.

About You

  • Educated to RQF level 6 (Bachelor’s degree) or equivalent by experience, combined with evidence of continuing professional development and expert knowledge in a relevant professional area.
  • Proven track record of making a difference and delivering clear insight.
  • Strong communication skills and ability to work effectively with a range of stakeholders and partners.
  • Creative and flexible, able to work within a pressured environment.
  • Experience designing, commissioning or delivering social and market intelligence and data analysis.
  • Knowledge and experience using technical methods and tools to enhance commissioning intelligence and information use within the commissioning cycle, and safely sharing information.
  • Experience working within a political environment in complex, multi‑stakeholder public services, with skills in understanding and responding to different perspectives and taking a cross‑organisational perspective.
  • Significant experience and understanding of commissioning cycle activities, good practice and evidence of practical application.
