The Compliance and Investigations Department, with administrative reporting to the Office of the President, is an independent unit functionally reporting to the Board of Directors, responsible for the development and implementation of policies and guidelines focused on integrity, regulatory compliance, ethics, and business conduct. The Investigations and Ethics Division leads the execution and resolution of administrative and third-party investigations related to issues of misconduct and other prohibited practices, and complaints in NDB-financed projects. The Division also leads the development and implementation of the accountability mechanism and provides advisory services on ethics and investigation-related matters.
The Senior Professional, Ethics and Investigations is responsible for adapting advice, investigation approaches, and ethics-related policies, guidelines, and mechanisms to enable the organization to respond to complex allegations of misconduct and wrongdoing. The ability to demonstrate adaptive capacity in addressing emerging trends and evolving challenges enables the Bank to sustain and uphold its organizational values while ensuring alignment to ethical standards and best practices.
Duties And Responsibilities- Adapt design and implementation of accountability and grievance mechanisms reflecting best practices in anti-fraud, investigative, whistle-blower, and confidentiality activities.
- Tailor investigation techniques and approaches to effectively examine complex allegations of misconduct and provide targeted recommendations.
- Adapt ethics-related advice reflecting a deep understanding of changing operational demands and priorities across the Bank.
- Develop awareness-raising initiatives and products that strengthen ethics and accountability mechanisms.
- Advise managers and staff on the evolution of ethical standards and policies.
- Engage with counterparts in other international institutions, law enforcement, and other bodies.
- Sustain the delivery of adapted outputs resulting from investigations and accountability mechanism initiatives.
- Devise tools and processes to integrate ethical considerations into Bank policies and initiatives.
- Sustain quality and relevance of ethics and accountability mechanism reviews and investigations.
- Substantive Knowledge: Demonstrated capacity gained through education and experience in administrative investigations and ethics.
- Communications Skills: Demonstrated skill in relationship management.
- Execution Skills: Demonstrated achievement in the consistent delivery of programs/services through adaptation.
- Master’s degree in law, criminology, audit, accounting or closely related fields.
- Certified Fraud Examiner is desirable.
- At least 7 years of relevant experience.
- Specialized experience in executing and/or adapting investigation techniques and approaches.
- Fluency in English essential to communicate in writing and speaking.
- Knowledge of a second language (preferably from one of the member countries) desirable.
