Position Objective
The Africa Regional Centre (ARC), under the Vice-President and Chief Operating Officer, is responsible for coordinating the work program, leading the origination (including initial project preparation) and supervision of the implementation of NDB operations in the African region, and supporting the Public Sector and the Private Sector in the preparation of such operations.

The Director General, ARC, is responsible for broad corporate leadership translating the Bank’s mission into effective, respected programs in the African region including: (i) Project Identification and pipeline development; (ii) Project preparation; (iii) Project implementation and monitoring; and (iv) Regional portfolio management.

Purpose
● Strategize the alignment of mission with corporate programming to achieve effective design and resource requirements.
● Break new ground in articulation of programming approaches that secure the reputation and resource base of the Bank.
● Lead institutional development to ensure alignment and achievement of core mission goals.
● Build new programming approaches which sustain relevance of the Bank.

Engagement
● Advise the Bank on strategies to secure resources ensuring capacity to design and deliver programs.
● Establish standards for team leadership, motivating staff and effective resource management.
● Champion NDB’s mission and the Bank’s capacity with Governments, other development stakeholders and business partners in the region securing the resources and program support for success.
● Expand Bank’s reach into new program areas to sustain relevance and demonstrate capacity and value.

Delivery
● Envision new approaches to program and organizational design promoting improved effectiveness.
● Create and implement program management standards which showcase the Bank as an effective/reliable partner.
● Plan corporate standards that establish consistent program quality.
● Expand both depth and reach of program deliverables to increase value to both clients and stakeholders.

● Demonstrated capacity gained through experience at the corporate level to link Bank’s mission and capacity.
● Understand and articulate corporate priorities in the context of the functional programs.
● Develop plans/strategies to achieve integrated operations which support corporate goals.

● Demonstrated skill to motivate colleagues and counterparts through insightful consideration of program purpose and corporate mission.
● Build solid relationships centered on consistent quality of service reflecting the corporate mission and image.

Execution Skills
● Demonstrated achievement in program management aligning resources with mission.
● Develop processes which guide the organization and execution of services consistently and reflective of corporate priorities.
● Set quality standards which guide design and execution and sustain Bank reputation.

Requirements
● Master’s Degree or equivalent in a relevant field.
● Minimum of 15 years of relevant experience, culminating in a leadership role and position of influence, in Government, multilateral development banks or equivalent or regulated private sector financial institution.
● Fluency in English essential to communicate in writing and speaking.
