New City College is seeking an experienced Development Manager to play a central role in delivering an ambitious capital development programme across our multi‑campus estate. Working closely with the Group Director and Group Head of Development & Capital Projects, you will oversee projects from early feasibility through design, procurement, construction and completion. This is a highly collaborative role in a complex operational environment, requiring strong project leadership, excellent stakeholder engagement skills, and a commitment to delivering high‑quality, safe and sustainable learning environments.

You will work with consultants, contractors, curriculum teams and operational colleagues to translate strategic estate objectives into successful, transformative projects that enhance teaching, learning and the student experience.

  • Manage the delivery of capital development and estate improvement projects from feasibility through to completion.
  • Coordinate consultants, contractors and internal stakeholders to ensure effective design development, procurement and construction.
  • Manage project budgets, programmes, risks and reporting, ensuring projects meet cost, quality and safety standards.
  • Ensure compliance with planning, building regulations, procurement requirements and health & safety legislation including CDM 2015.
  • Maintain strong communication across campuses and with external partners, ensuring project requirements are understood and delivered.
  • Prepare and maintain accurate project documentation, funding submissions, governance papers and reporting.
  • Contribute to wider managerial responsibilities including duty manager rota, enrolment support and exam invigilation.

Are you an experienced development or construction professional with a strong track record of delivering capital projects from feasibility through to completion? Do you bring solid experience working with consultants, contractors and multidisciplinary teams—ideally within the education or wider public sector—and understand the demands of government‑funded programmes? Do you combine strong technical knowledge of construction processes, procurement, and regulatory compliance with excellent communication and stakeholder‑management skills?

You will hold a relevant degree or equivalent in development, construction, architecture, engineering, surveying or project management, and ideally professional membership such as RICS, CIOB, APM or CIAT. You work collaboratively in complex operational environments, demonstrate inclusive and values‑driven behaviour, and are committed to high standards of safety, quality and professionalism.
