About the role

We are looking for a Safety, Health & Environment Analysis & Reporting Manager to lead the development of an integrated reporting framework for safety, health and environment indicators. The role is responsible for producing reports and analysis on safety, health and environment issues for corporate, statutory and regulatory purposes.

Working with a wide range of stakeholders across Network Rail, you will provide critical insight into performance trends, support regulatory compliance, and help ensure that decision-makers have access to accurate, timely and meaningful information.

Key Accountabilities

• Lead the development of an integrated safety, health & environment reporting framework with the aim of giving corporate decision-makers a clear view of trends in safety, health & environment performance and meeting external reporting requirements.
• Manage the compliance of Network Rail's regulatory obligations under RIDDOR for events recorded in the safety management information system.
• Define and implement mechanisms to deliver reports in the most efficient manner for key users of safety, health & environment reports through collaboration and targeted opportunities for improvement.
• Lead the reporting and presentation of information to identify and interpret emerging trends, in accordance with the safety, health & environment reporting framework.
• Provide assurance on the accuracy and completeness of the data used in the production of corporate safety, health & environment reports through the implementation of independent checks and reviews with regulatory and governing bodies.
• Manage the development of new or changed external safety, health & environment measures in liaison with external safety and environment regulators.
• Provide expert advice across Network Rail on the collection of safety, health & environment information through interpretation of its application within the railway industry and its regulatory framework.
• Manage the provision of the numerical safety, health & environment input to the process for setting safety, health & environment targets across Network Rail.
• Manage the maintenance of all definitions and processes for the reporting of key safety, health & environment performance indicators.

Band 3C£55,596 - £65,966 Plus an Inner London allowance of £3,270.

Depending on the role, candidates that are made a conditional offer, may be a required to undergo and pass a drugs and alcohol test. Your offer will be rescinded if you record a positive test. All positive drugs and alcohol test results will be securely held on Sentinel database and a five-year suspension from applying for a safety critical role, a role which requires PTS certification or a Key Safety role on Network Rail Managed Infrastructure will be enforced.

BPSS government standard pre-employment vetting requires Network Rail to screen a potential employee's unspent criminal convictions and undertake 3-year career checks. Employment at Network Rail is subject to employees meeting the BPSS government standard pre-employment vetting.

Your experience and skills

• Must be a member of the Institute of Occupational Health and Safety (IOSH) at Technical (TechIOSH) level or above.
• Previous experience of working within a reporting environment and understanding of data reporting issues.
• Ability to accurately and concisely summarise, present and communicate information effectively and appropriately for the relative audience.
• Able to confidently engage and gain the support of executive directors and senior managers and understand their requirements.
• Working knowledge of Health and Safety Management and compliance processes.
• Knowledge of the railway industry and its regulatory framework.
• Experience of leading large teams.
• Previous experience of safety and sustainable development reporting in a safety critical industry.
• In depth understanding of the railway industry and its regulatory framework.
• Understanding of railway infrastructure.
• Experience of providing information to a regulator and of dealing with independent reporters.
• Degree or equivalent qualification in a relevant subject.
