About the role:

Works Delivery sits within the Southern Regional Enterprise as one of the Southern Integrated Delivery's 5 Business Partners. We work across all of the rail disciplines with each one aligned with the relevant external BP. This operating model has been created using the Project 13 principles and is accountable for the Southern Regions renewals portfolio across CP7 & CP8.

As an experienced Project Manager, you will be required to deliver a portfolio of signalling projects whilst providing a consistent, high-quality project management service, giving clients clear visibility through effective monitoring and reporting. Working closely with stakeholders, you will drive efficiency whilst also reducing risk and promoting continuous improvement across the programme. You will work in line with PACE, Network Rail standards, and CDM, placing safety and compliance at the heart of every decision.

What you'll be doing:

• Accountable for delivery of Works Delivery Signalling projects in a safe & environmentally responsible manner to time, cost and quality, in accordance with Project Acceleration in a Controlled Environment (PACE), applicable Network Rail company standards, current legislation and procedures including HMRI guidance where appropriate.
• Work closely with other Project Managers to lead, inspire, direct and develop specialist teams to deliver successful projects to meet route objectives for internal and external stakeholders.
• Manage and implement Construction Design Management (CDM) requirements associated with projects to deliver compliance to regulations.
• Direct multi-disciplinary teams including commercial, programme controls, engineering, and others to identify solutions to client requirements and establish a robust baseline plan to manage and maintain the plans to project completion.
• Identify and implement the management of resource planning for current and projected work banks, including identification and management of critical resource requirements.
• Support the Programme Manager in preparing and maintaining definitions of the project requirements across the project lifecycle, as well as updating business cases that justify projects in terms of benefits, costs and risks in collaboration with clients.
• Manage stakeholders, taking account of their levels of influence and particular interests.
• Manage project reviews at appropriate points throughout project lifecycle which inform governance decisions of projects by identifying, monitoring and providing evaluations of progress, performance, risk (threats and opportunities) contingency, and continuing relevance. Plan and implement mitigations to them, responding to other issues that affect the projects and associated programmes.
• Manage change control in collaboration with clients and contractors by establishing, and implementing where necessary, protocols to change the scope of projects and update configuration documents as required, in accordance with NR processes.
• Support accident investigations when remitted to by the relevant designated competent person.

Your experience and skills:

• Educated to degree level in a relevant discipline or equivalent demonstrable experience.
• Member of the Association for Project Management or equivalent, holding or working towards chartered status or equivalent.
• In depth knowledge and previous experience of the application of Construction Design Management (CDM) regulations.
• Excellent and demonstrable stakeholder engagement and communication skills at all levels.
• Successful relevant experience in a project environment including demonstrable experience in team leadership, planning, contracting and delivery of projects.
• Successful record of project budget management and ability to understand and interpret commercial and financial landscapes (budgets, forecasts, actual status).
• Previous experience of inspiring and leading multi-disciplinary teams to successfully deliver projects.
• Successful experience in managing ambiguity in a project environment with strong evaluation and decision-making skills.
• Demonstrable safety management practice in project delivery.
• Detailed knowledge of Health and Safety legislation and best practice.
• Successful experience in Accident Investigation.
• A good knowledge of the Signalling discipline and assets as well as how they are managed.
• Demonstrable experience in the Rail Industry Sector (including application of GRIP/PACE).
• Detailed knowledge of Investment, Commercial and Procurement regulations and practices.
• Formal qualifications in risk identification and assessment.
