Transpennine Route Upgrade
The Transpennine Route Upgrade (TRU) is the largest Infrastructure project in the North delivering £10.7 billion Programme of activities that is improving the railway between York and Manchester via Leeds and Huddersfield.
Stretching across the North of England, this key 76-mile Transpennine railway serves 23 stations, crosses over and dips under 285 bridges and viaducts, passes through six miles of tunnels, and crosses over 11 level crossings.

Brief Description
Provide leadership on S&SD assurance and professional advice and support on Construction (Design and Management) Regulations (CDM) to the Capital Delivery Regional delivery/Major Projects teams and to maintain and manage the CDM strategy to facilitate effective and proactive management of safety and sustainability risks.

We\’re on the lookout for a motivated, detail focused CDM Assurance & Compliance Manager to join our team.
This role is all about helping us stay on top of our CDM responsibilities, working with teams across the programme to make sure we\’re not just compliant, but always improving. You\’ll be the go-to person for all things CDM, helping shape how we manage risk, drive safe behaviours, and keep our projects running smoothly.
We\’re after someone who:
• Knows CDM inside and out and has worked in a construction environment (rail knowledge is a bonus, but not a must)
• Has solid auditing skills and knows how to apply them effectively
• Is comfortable using digital tools to manage data and improve how we work
• Can work across health, safety, and assurance activities with a focus on continuous improvement
• Is great at building relationships and isn\’t afraid to get out and work with front-line teams

About the role (External)
Some of the key accountabilities of this role are:
1. Direct and lead the safety and sustainability assurance programme for the year, to include CDM assurance, the safety and sustainability Functional Audit plan and any deep dive assurance activities undertaken by members of the safety and sustainability team to provide robust intelligence to CD on compliance and performance to facilitate effective management of risks and opportunities.
2. Direct and lead the Assurance Analyst team to facilitate effective safety and sustainability assurance and reporting of CD activities including approval of assurance plans, provide lead auditor role on audits and technical quality reviews of documentation.
3. Develop and provide functional support, guidance and professional expertise on CDM through the production of governance documents and monitoring facilities and through direct communication and briefings.
4. Provide the single point of contact for safety and sustainability assurance with the regional team (managing Level 2 safety and sustainability assurance on behalf of the region), the programme controls team (managing overall coordination of audit plans), the Principal Contractors Licencing team and the ORR in order to deconflict assurance activities and maximise communication and learning between organisations.
5. Direct and lead the assurance governance document in CD to facilitate consistent application of assurance across CD to maximise learning and trend analysis from assurance to facilitate continual improvement to safety and sustainability performance.
6. Collate and manage the lessons learned and actions coming out of accident and incident investigations to provide a proactive approach to learning from events and continual improvement.
7. Support the regular review of safety and sustainability risks in CD, feeding in learning from incidents and assurance and using outputs from risk reviews to feed into forward planning of audits to enable assurance to be targeted and linked to CD risk profile to improve safety and sustainability performance.
8. Analyse assurance data/activities (early warning indicators) in S&SD and work with the team to identify potential improvement activities.
We need you to have:
• Must be a member of the Institute of Occupational Health and safety (IOSH) at Technical (TechIOSH) level or above
• IS09001 Lead Auditor
• Demonstrable experience in the successful management of CDM on projects in the construction and//or rail industries
• Demonstrable experience of planning and managing an audit programme
• Demonstrable knowledge of risk management
• Demonstrable skills in initiating and building positive working relationships with customers, their team and stakeholders.
• Demonstrable experience of bringing different people together; promoting working as one team,
• Demonstrates a passion to deliver and motivates others to work at their best.
• Demonstrable ability to work proactively through complex issues.
• Demonstrable experience of positively representing themselves/ their team within and external to the business
It would be advantageous if you have:
• NEBOSH diploma, IEMA certificate, PCQI
• Demonstrable knowledge of rules, Regulations and standards applicable to contractor safety.
• Demonstrable experience of people management
• Strong digital skills
