The Streetworks Manager will lead and manage streetworks functions across multiple contracts to ensure high performance, compliance with legislation, and effective cost control. You will work with operational teams, project managers, commercial teams, and local authorities to drive performance improvements, reduce fines and charges (e.g., Section 74, Fixed Penalty Notices), and develop detailed root-cause analysis to inform training, performance management, process improvements, and corrective actions. You will also provide leadership, strategic oversight, and continuous improvement to permit administration, stakeholder engagement, reporting, and streetworks compliance systems.
Key Responsibilities
- Leadership & Management
- Advise a team of Planners, Streetworks Coordinators and Administrators across multiple contract areas.
- Assist in establishing clear roles, responsibilities, objectives, and KPIs for the Streetworks team.
- Promote a continuous improvement culture focused on reducing performance issues and costs.
- Streetworks Compliance & Permit Management
- Ensure all streetworks, road openings, and excavation activities comply with relevant UK legislation (e.g., NRSWA 1991, Traffic Management Act 2004 and local permit schemes).
- Support and advise on the timely submission, validation, modification, and closure of all streetworks permits/notices via Street Manager or similar systems.
- Monitor live permits for compliance triggers, objections, comments, revokes, or deadline changes and escalate where required.
- Ensure accurate and consistent use of traffic management plans, TTROs, parking suspensions, and other associated permit types.
- Performance Monitoring & Reporting
- Track and report on streetworks performance metrics (e.g., permit lead times, compliance rates, fines received, defect rates).
- Produce weekly/monthly performance dashboards for internal leadership and external clients.
- Benchmark performance across contracts and recommend tailored interventions to close performance gaps.
- Fines, Charges & Root Cause Analysis
- Oversee the analysis of Section 74 charges, Fixed Penalty Notices, and defects received.
- Lead detailed root cause investigations and identify trends, systemic issues, or training gaps.
- Work with operations, commercial, and training teams to drive corrective actions and prevent repeat charges.
- Provide recommendations on process changes, documentation standards, and engagement points to minimise future costs.
- Stakeholder Engagement
- Represent the business in discussions with local highway authorities, clients, utility partners, subcontractors, and regulatory bodies.
- Act as the principal escalation point for streetworks compliance and performance concerns.
- Build and maintain strong working relationships to support smoother permit processes, informal negotiations, and issue resolution.
- Process Improvement & Training
- Review and refine streetworks procedures, forms, and workflows to enhance accuracy and compliance.
- Support development of internal training, guidance documents, and best practice updates for coordinators and operational teams.
- Drive adoption of automation, reporting tools, templates, and digital systems where possible.
Skills, Knowledge & Expertise
- Experience & Knowledge
- Proven experience in streetworks management, highway permit coordination, or utilities/contract management.
- Strong understanding of NRSWA 1991, Traffic Management Act 2004, and associated Codes of Practice.
- Deep knowledge of permit schemes, street manager systems (e.g., Street Manager, Symology), and root cause analysis methodologies.

- Excellent leadership, team management, and coaching skills.
- Exceptional analytical ability with experience in charge reconciliation, trends analysis, and performance reporting.
- Strong stakeholder engagement and negotiation skills.
