We are seeking an experienced Senior Project Manager / Programme Manager to lead the compliant and high-quality delivery of PAS 2035-aligned retrofit programmes across social housing and local authority clients. Working within the PAS 2035 framework, you will provide strategic and operational oversight across multiple projects or large-scale whole-house retrofit programmes, ensuring every scheme meets the requirements of the Publicly Available Specification for energy efficiency retrofit of domestic buildings. You will champion the roles and responsibilities defined under PAS 2035 — including coordination with Retrofit Assessors, Retrofit Designers, Retrofit Coordinators and installers — to ensure a fabric-first, resident-centred approach is embedded throughout delivery. This is a senior leadership role responsible for driving performance, managing stakeholders at all levels, ensuring regulatory compliance, and contributing to the growth and continuous improvement of our retrofit delivery capability.

Key Responsibilities

  • Lead the end-to-end delivery of multiple retrofit projects or complex programmes in full compliance with PAS 2035 and PAS 2030 installation standards.
  • Develop and implement programme strategies, plans and governance frameworks aligned to the PAS 2035 whole-house retrofit process.
  • Ensure all schemes follow the Assess – Plan – Install – Evaluate (APIE) methodology, with appropriate documentation and sign-off at each stage.
  • Oversee the integration and performance of the full PAS 2035 project team including Retrofit Assessors, Retrofit Designers, Retrofit Coordinators and PAS 2035 oversight of third party PAS 2030-certified installers.
  • Ensure Medium Term Improvement Plans (MTIPs) and Improvement Option Evaluations (IOEs) are commissioned, reviewed and acted upon within programme timelines.
  • Monitor compliance with relevant TrustMark registration requirements and associated obligations.
  • Identify and manage risks, issues and opportunities at programme level, including regulatory and technical retrofit risks.
  • Take full commercial responsibility for retrofit programmes, including P&L accountability.
  • Manage budgets, forecasts, cash flow and cost control, with particular attention to funding compliance requirements (e.g. ECO4, SHDF, LA Flex or equivalent grant schemes).
  • Lead procurement and subcontractor management, ensuring all supply chain partners hold appropriate PAS 2030 certification and TrustMark registration.
  • Drive PAS 2035 services value engineering and continuous improvement while preserving integrity and compliance.
  • Support funding drawdown processes by ensuring delivery milestones and compliance documentation are met on time.

Stakeholder & Client Management

  • Act as the senior point of contact for clients, funding bodies and key stakeholders, including local authorities and registered providers.
  • Build long-term partnerships with social housing clients, supporting their net zero and decarbonisation strategies.
  • Provide strategic reporting on programme performance, including compliance status, energy performance outcomes and resident satisfaction.
  • Ensure strong focus on resident outcomes, including pre- and post-installation engagement in line with PAS 2035 resident consent and vulnerability assessment requirements.
  • Liaise with Retrofit Coordinators to ensure resident journey communications are clear, timely and compliant.
  • Lead, mentor and develop Project Managers, site teams and delivery staff working within the PAS 2035 framework.
  • Foster a high-performance culture that prioritises compliance, quality, resident welfare and continuous improvement.
  • Ensure team members understand their roles and responsibilities within the PAS 2035 structure and receive appropriate CPD.
  • Allocate resources effectively across multiple concurrent retrofit programmes.

Quality, Safety & Compliance

  • Ensure full compliance with PAS 2035 across all schemes, including documentation, quality management and third-party inspection requirements.
  • Champion a culture of safety, quality and continuous improvement across all programmes.

Key Skills & Experience

  • Demonstrable experience delivering PAS 2035-compliant retrofit programmes or whole-house energy efficiency schemes at scales.
  • Strong working knowledge of the PAS 2035 framework, including the roles of Retrofit Coordinator, Retrofit Assessor and Retrofit Designer.
  • Familiarity with Improvement Option Evaluations (IOEs), Medium Term Improvement Plans (MTIPs) and fabric-first retrofit methodology.
  • Experience managing programmes funded through ECO4, SHDF, LA Flex or similar government grant schemes (desirable).
  • Proven leadership of multi-disciplinary project and delivery teams across multiple concurrent projects.
  • Commercial and financial management expertise, including budget accountability and P&L ownership.
  • Significant experience in the social housing or public sector retrofit environment.
  • Excellent stakeholder management skills, with the ability to engage confidently with local authorities, housing providers, funding bodies and residents.

Qualifications

  • Retrofit Coordinator qualification (e.g. ABBE Level 5 Diploma or equivalent) — highly desirable.
  • TrustMark or MCS awareness training (desirable).
