Role Summary

The EICT (Electrical, Instrumentation, Control & Telecommunication) Lead reporting to Engineering Manager will be an integral part of PDE Project Engineering Team, working collaboratively within the PDE organisation, systems, procedures, and methods. This role has been identified as a “Key Position” within the project organization of PDE.

The EICT Lead is responsible and accountable towards PDE for design solution and all engineering activities within project towards Electrical, Instrumentation & Control, Telecommunication, Digitalization, and IT & Cybersecurity disciplines. This includes support to RLE Lead for life extension scope. The EICT Lead shall ensure that all relevant work internal and external in these disciplines related to the Project is executed to meet:

  • Class, Flag and UK Regulatory Requirements as per Regulatory Compliance Plan (RCP)
  • Contract Requirements
  • Project Specifications, Codes and Standards.

EICT lead shall ensure that all project contracts, subcontracts, and purchase orders prepared in the relevant areas / disciplines for future EPC execution of the defined work reflect the required regulatory and standards compliance.

Accountabilities

  • Ensure good cooperation, communication and alignment between the base organization and the project.
  • Manage the EICT team consisting of Instrumentation & Control Engineer, Telecommunication Engineer, Digitalization, and IT & Cybersecurity disciplines.
  • Ensure that all activities, for which he/she and the PDE EICT team are responsible, are carried out in conformance with laws and regulations, contractual requirements, and the Project Management Plan. Health and safety of personnel, natural and working environment and equipment should be taken care of.
  • Work with PDE operations team to ensure clear guidance and clarifications are provided with regards to scope of work and specifically for life extension activities.
  • Work with PDE Regulatory Compliance & Verification Lead and Contractors to ensure that required compliance and verification activities in areas of EICT and specifically Ex-compliance are defined and executed as required.
  • Review and comment documents such as single line diagrams, power profile, E-house design, load list, electrical analyses, electrical datasheets, and specifications done by Contractor.
  • Comment on the EICT design including arrangement on operability, functionality, accessibility, and maintainability to meet requirements in laws, regulations, class, flag, and contract.
  • Responsible for IDC comments verification and approval within EICT engineering group, shall conduct team reviews and respond to relevant TQ’s or non-conformances.
  • Prepare EICT technical philosophies, specifications, documents, and drawings as required to clearly define the scope of work.
  • Monitor and review Contractor’s EICT activities and deliverables to ensure compliance with all regulatory and contract requirements. Ensure compatibility and functionality of existing and new vessel systems and equipment.
  • Monitor, review and provide guidance to Contractor’s EICT overhaul, demolition, construction, installation, inspection, and hookup activities to ensure compliance with all Project, regulatory and contract requirements.
  • Monitor, review and support mechanical completion, pre-commissioning, and commissioning activities in areas of EICT.
  • Participate in work pack review sessions as well as ensure that all work packs prepared by contractor are complete in terms of scope definition in areas of EICT.
  • Review comments from Certifying Authority on design of the EICT systems and assist in resolving issues.
  • Participate in design reviews, HAZID’s, HAZOP’s, ELHAZID and any other related safety studies.
  • Report to the Engineering Manager any delays in progress under his/her area of responsibility.
  • Report to the Engineering Manager any failure of design or gap between the delivered EICT product and the contract requirement, and ensure corrective actions are implemented.
  • Participate in meetings and inspections as required, worldwide.
  • Coordinate Lessons Learned input to PDE Project Management Team.
  • Close assigned Technical Query (TQ) and other Action Tracker items in PIMS or formal MOM.
  • Collaborate closely with other key disciplines in the Project Management Team. Call off assistance from discipline resources within area of responsibility as needed in order to keep quality and progress.
  • Liaison with Classification and Regulatory bodies as required.
  • Other duties as required by the Engineering Manager.

Qualifications and Experience

  • Technical education on bachelor level or higher within Electrical Engineering.
  • Minimum 10 years of relevant experience within electrical engineering discipline and experience of at least two recent projects as EICT lead.
  • Recent experience of working on modification projects and / or FPSO redeployment is strongly desired.
  • Recent experience of working in a similar role on UK North Sea projects will be an advantage.
  • Recent experience in areas of UK Ex compliance, power from shore / electrification of offshore facilities and handling of design solutions involving HVSR (High voltage slip rings) will be an advantage.
  • Strong leadership & interpersonal skills applied to a multidisciplined project team.
  • Recent relevant experience in middle east / southeast Asian shipyards is an advantage.
  • Diplomacy & assertiveness.
  • Organized, Systematic & Flexible.
  • English – fluent written and verbal skills.
