A leading transport consultancy is seeking a Senior Programme Director to lead major transport, light rail and infrastructure programmes across the UK and Ireland. This role focuses on early-stage programme development, business case leadership and the integration of multi-disciplinary workstreams. You will shape programmes from concept through to HM Treasury Green Book business case approval, ensuring engineering, planning, commercial and operational activities are aligned and well-coordinated. Ideal for senior leaders with experience in light rail, mass transit, rail, metro or major transport systems.
Key Responsibilities
- Lead major transport and infrastructure programmes from early-stage development to business case approval
- Integrate engineering, planning, commercial and operational readiness workstreams
- Oversee multidisciplinary consultancy teams and delivery partners
- Establish programme controls: schedule, risk, cost and performance reporting
- Ensure alignment with Green Book and Five Case Model requirements
- Support governance, assurance and investment decision-making
- Provide hands-on leadership to shape emerging work and resolve complex issues
- Build strong relationships with senior public-sector and private-sector stakeholders
About You
Essential
- Senior programme leadership experience in major transport or infrastructure
- Background in light rail, tram, metro, mass transit or rail
- Strong experience in early-stage programme development
- Proven track record in Green Book-aligned business case development
- Consultancy or integrated delivery model experience
- Strong understanding of public-sector governance and assurance
Desirable
- Experience across both client-side and consultancy roles
- Knowledge of UK transport business case processes
- Ability to travel to major UK or Irish cities
