NEO International Partners are exclusively supporting a leading North American contractor in the search for a Project Commercial Director to join the leadership team on a major infrastructure project in Toronto. This is a unique opportunity to take ownership of all commercial aspects of a flagship project, working within a complex stakeholder environment and helping to deliver one of Ontario's most significant infrastructure programmes.

Reporting directly to the Project Director, the Project Commercial Director will provide strategic commercial leadership throughout the full project lifecycle, ensuring strong commercial governance, effective risk management, and successful project outcomes. The successful candidate will work closely with project leadership, clients, partners, subcontractors, legal teams, and key stakeholders to drive commercial performance and protect the commercial interests of the business.

Key responsibilities include:

  • Leading all commercial activities on a major infrastructure project.
  • Providing strategic direction across contract management, procurement, commercial risk, change management, and claims.
  • Managing commercial performance and reporting across the project lifecycle.
  • Supporting project leadership teams in achieving programme, cost, and commercial objectives.
  • Leading complex negotiations with clients, subcontractors, and supply chain partners.
  • Identifying and mitigating commercial risks and opportunities.
  • Establishing robust commercial governance and controls.
  • Building, mentoring, and leading high-performing commercial teams.
  • Working collaboratively with project controls, engineering, construction, procurement, and legal functions.

Candidate Profile

We are seeking an accomplished commercial leader with a proven track record of delivering major infrastructure projects within complex delivery environments. The successful candidate will demonstrate:

  • 15+ years of commercial management experience within major infrastructure or construction projects.
  • Experience delivering projects valued at $300M+ throughout the full project lifecycle.
  • Strong understanding of alternative delivery models, including Design-Build, Progressive Design-Build, Alliance, PPP, DBFOM, and EPC contracts.
  • Proven experience operating within joint ventures, consortiums, or complex multi-stakeholder environments.
  • Strong contractual and commercial acumen with the ability to effectively manage risk and maximise project outcomes.
  • Experience leading and developing commercial teams on large-scale projects.
  • Excellent communication, negotiation, and stakeholder management skills.
  • The gravitas to influence and challenge both internal and external stakeholders at a senior level.

Experience within rail, transit, transportation, highways, bridges, tunnels, or other major civil infrastructure sectors would be highly advantageous.

Qualifications

  • Degree qualified in Quantity Surveying, Commercial Management, Engineering, Construction Management, Law, or a related discipline.
  • Professional accreditation (RICS, CIOB, CICES, ICE, or equivalent) would be advantageous.
