As a member of the Healthcare Team, the Data Quality Manager plays a key role in the analysis, interpretation and presentation of healthcare data across NEC’s services, for delivery to a wide range of healthcare related organisations. Based upon the underlying data captured through NEC’s healthcare services, the focus of the role is to work with customers, prospects and other NEC staff to understand reporting requirements from this data, and to use reporting tools such as Power BI and SQL Server to develop these reports in line with customer and market requirements. The Data Quality Manager will also use market knowledge and customer intelligence in order to specify and develop reports that enhance the value of NEC’s propositions to its customers and to the wider healthcare market.
Purpose of the Role
The Data Quality Manager leads all NJR data processing activities, ensuring the registry’s datasets are accurate, complete, validated and compliant. They oversee national and regional audits, implement validation rules, support linkage and reconciliation activities, working with colleagues and customer teams to improve data completeness and case ascertainment.
Key Responsibilities
- National Data Quality Oversight
- Lead the delivery of the NJR’s data quality framework including completeness, validity, compliance and cross-record linkability.
- Manage NEC’s data processes, ensuring they meet contractual KPIs.
- Oversee the application and continuous enhancement of data validation and business rules.
- Data Governance
- Identify and enforce data governance protocols to assure the integrity and controls required for robust reporting and analysis.
- Establish and maintain data standards, policies, and procedures.
- Ensure data accuracy, completeness, timeliness, and consistency across systems.
- Monitor data quality issues and coordinate remediation efforts.
- Identify underreporting, coding issues, or low compliance and escalate accordingly.
- Data Analyst Workload Management
- Manage the day-to-day workload activities of the Data Analyst Team.
- Manage a service improvement plan for the Data Analyst team to ensure skills and knowledge are evenly distributed and seek automation or allocation of tasks to other teams where feasible.
- Assure the delivery for the NJR service, supported by the Data Analyst Team, to include:
- Data Quality Reporting & Insight
- Produce monthly, quarterly, and annual reports on compliance, completeness, cross-record linkability and errors.
- Provide data quality insights to customer and associate stakeholder committees.
- Support data preparation for outlier detection and annual reporting.
- Business Rules & Validation Logic
- Own and maintain all business rules and validation logic applied to NJR datasets.
- Coordinate alignment between application validation, downstream checks, and linkage logic.
- Work with developers to test changes arising from data set updates or system improvements.
- Linkage & Reconciliation Support
- Support record linkage processes to national data sources such as PDS, ONS mortality, HES/PEDW.
- Investigate failures, poor linkage rates or demographic inconsistencies.
- Support national reconciliation processes.
- Compliance & Security
- Ensure data is managed in line with legal, regulatory, and organisational requirements (e.g., GDPR).
- Implement and enforce data security measures, access controls, and retention policies.
- Governance & Compliance
- Support the Programme Manager with risk and issue management relating to data quality.
- Attend NJRMT and subcommittee meetings where required (e.g., DQC, SPC) as the data quality lead.
- Ensure compliance with IG (DPA 2018, GDPR) and security protocols.
Qualifications
- Strong background in health data quality, registries or NHS datasets.
- High competence in data validation, audit, and quality management.
- Strong stakeholder engagement skills, particularly with clinicians and hospital data teams.
- Detailed understanding of NHS data standards, coding, IG and governance.
- Understanding of data management frameworks (e.g., DAMA-DMBOK).
- Proficiency in data tools and platforms (SQL databases, ETL tools, cloud storage).
- Knowledge of data protection regulations and standards.
- Excellent analytical, organisational, and communication skills.
- Ability to translate business needs into data requirements.
